Subject: Provisional Appointments From Series 4000 Certificate

Issue Date: May 27, 1999

As you are aware, we will soon stop giving the Series 4000 General Clerical Exam because we are installing a new exam for these jobs. We will approve appointments from certificates already issued for Series 4000 registers as long as the certificates are active. This includes provisional appointments. However, since candidates for provisional appointments must pass the test in use for the job in order to be converted to job or probational appointments, we must take into account the closing of the General Clerical Exam.

We are setting the date of July 31, 1999 as the last date that a provisional appointee may take the Series 4000 exam. After that date, provisional candidates will be required to pass the new Series 6500 exam in order to be converted to probational or job appointment from certificates issued for Series 4000 registers.
