Subject: Announcing Shortage And Non-competitive Jobs

The purpose of this General Circular is to provide information on new procedures when announcing shortage and non-competitive jobs for recruitment purposes on Special Announcements and the Internet. To expedite the receipt of applications by the hiring agencies, we will begin instructing applicants to submit their applications directly to the agency filling the specific vacancy.
The following procedures have been established:
Agency submits a request to the Department of Civil Service to announce a vacancy on a Special Announcement/Internet.
It is not necessary to submit an SF-2 (Request for Certificate of Eligibles), but the request must include all the information currently reported on an SF-2. In order to include complete instructions on the Special Announcements and the Internet, the agency must include the name and address of the agency, the name of the person to whom the applications must be submitted and the requested closing date of the announcement period if it differs from the standard Special Announcement dates already established. For example, the agency could instruct the Department of Civil Service to close on the established date of the Special Announcement, or give an alternate date for closure.
Applications are received by hiring agency.
Minimum qualifications are screened by hiring agency. Examining may be contacted concerning specific individual qualifications.
Procedures for submitting SF-1's for non-competitive and shortage appointments will remain unchanged.
