Subject:     Details Involving The Senior Executive Service

General Circular 001229 stipulated the requirement that details

to special duty involving the Senior Executive Service would be

filled on a competitive basis.  General Circular 001233

outlined procedures for filling such vacancies.  It also

stipulated that the competitive process was not to be limited

to the initial detail as a result of an unclassified

appointment but was to include any other details involved in

the chain of vacancies occurring as a result of the initial

unclassified appointment.

 

Subsequent evaluation of this policy caused us to determine

that requiring competitive details for the entire chain of

vacancies resulting from the initial unclassified appointment

places an unreasonable burden on agencies. We have therefore

amended this policy and by means of this circular limit the

requirement for competition to the single detail to the

position vacated as a result of the unclassified appointment.

There is no longer a requirement for competition for any other

details involving other jobs in the chain of vacancies

resulting from the initial unclassified appointment.

 

The procedures for filling competitive details to the single

position vacated as a result of an unclassified appointment to

the Senior Executive Service remain as outlined in General

Circular 001233.
