Subject: Appointments From Registers With Eligible Grades

We recently implemented a procedure that established registers of unranked candidates who have received grades of "eligible." All candidates receiving an "eligible" are eligible to be appointed. Refer to General Circular 001237 for more information concerning eligibles.

The certifiable score for registers using "eligible" is "eligible." Therefore, the valid authority for an appointment from an Eligibles register can be rule 8.4(d) or the certificate number, if one was issued.

Most certificates for these jobs will be marginally competitive at best. Therefore, we expect provisional authority to be granted in many cases. If you have provisional authority, you may provisionally appoint any qualified candidate. The provisional can be converted to probational on the effective date of his or her eligible grade. Remember, the provisional appointment must be made within three months of the issue date of the certificate; and must end in six months.
