There is quoted below for your information and guidance a proclamation issued on June 19, 1996 by the Honorable M. J. "Mike" Foster, Jr., Governor of Louisiana.

P R O C L A M A T I O N
WHEREAS, Thursday, July 4, 1996, Independence Day, is a legal holiday in Louisiana; and
WHEREAS, Section 55 of Title 1 of the Louisiana Revised Statutes of 1950 provides that insofar as may be practicable in this administration of the government, no employee shall work on Independence Day; and
WHEREAS, under the same statute, the Governor may authorize the observance of such other holidays and half-holidays as he may deem in keeping with efficient administration,
NOW THEREFORE I, M. J. "MIKE" FOSTER, JR., Governor of the State of
Louisiana, do hereby issue this my proclamation directing that
FRIDAY, JULY 5, 1996,
in addition to
THURSDAY, JULY 4, 1996, INDEPENDENCE DAY,
be observed as a holiday by state employees, and I do hereby direct that the heads of all institutions, offices and departments of the state shall permit all employees to observe these holidays, except that provision shall be made for the efficient administration of all facilities, the operation of which cannot be dispensed with, in the discretion of the head of the institution, office or department where such conditions prevail.
