General Circular 001229, issued on 4/10/96, stated that details to special duty involving the Senior Executive Service will now be filled on a competitive basis; therefore, this Circular is issued to outline the procedures to be followed when filling these positions.

For jobs at GS-15 or above, the same procedures will be used as those for a competitive promotion. For most agencies (i.e., those without Internal Promotional Posting Agreements), an SF-2 will be submitted to Civil Service stating the position to be filled as well as a promotional zone. However, in the section for "Type of Appointment", no block will be checked and a note will be written in the "Special Requirements and Justification" section requesting a certificate for detail purposes with a brief explanation that the former incumbent (include name) is on leave while appointed to the Senior Executive Service. Furthermore, this process will also apply to other competitive level (GS-15 or above) details which may be involved in a chain of details resulting from the unclassified appointment. The note on these SF-2's should explain that the detail is part of a series of details caused by the unclassified appointment to the Senior Executive Service.

As with promotional vacancies, if the job is open continuously to permanent state employees or has been announced within the past 60 days for the same location and promotional zone, a certificate will be issued shortly after receipt of the SF-2. If the job is not open continuously to permanent state employees and has not been announced recently, Civil Service will issue an announcement for the detail vacancy. This announcement usually will be a one job per page flier similar to our current promotional announcements. After the announcement has closed, all qualified applicants will be evaluated according to the assigned selection procedure, and a certificate will be issued.

For those agencies with Internal Promotional Posting Agreements, the same procedures will be followed for details involving the Senior Executive Service as are now followed for filling promotional vacancies. Generally, vacancies are posted in-house for the prescribed period of time with established policies regarding the submission of grades stated on the announcement. If five or fewer applications are received, a detail may be made of any qualified applicant; however, in cases where a written exam exists which is not open continuously to state employees, the person detailed will be required to take and pass the exam. The SF-1 effecting the non-competitive detail should be submitted to Civil Service at which time the appointee will be scheduled to take the exam. If the appointee passes the exam on the initial attempt, the detail will be approved with its original effective date. In competitive situations where six or more applications are received, the applications are forwarded to Civil Service for grading, and a certificate will be issued.

In working these detail certificates, as with competitive promotions, applicants in the top five grade groups may be considered for detail. The same procedures used in working a promotional certificate will be used for detail certificates.
