Subject: Amend. Of Rules 1.9.02, 6.13(a) & Adopt. 6.3.1
Issue Date: December 21, 1995
The State Civil Service Commission will hold a public hearing on Wednesday, January 10, 1996 to consider amending Rules 1.9.02 and 6.13(a), and adopting proposed Rule 6.3.1. The public hearing will begin at 9:00 a.m. in the Commission Hearing Room at the Department of State Civil Service, Second Floor, DOTD Annex Building, 1201 Capitol Access Road, Baton Rouge, Louisiana.
Consideration will be given to the following:
PROPOSED AMENDMENT TO RULE 1.9.02
1.9.02 'Compensation' means any salary, wages, fees, special pay considerations, or any other cash payment directly to an employee as a result of service rendered in any position. It shall not include reimbursement for travel incurred as a result of the performance of official duties.
PROPOSED AMENDMENT TO RULE 6.13(A)
6.13 Certification and Payment.
(a) No employee shall receive any compensation except as authorized by or pursuant to Civil Service Rule or by the classification and pay plan adopted by the Commission, and only after certification from the Director that such compensation is in conformity with these rules.

PROPOSED ADOPTION OF RULE 6.3.1
6.3.1 Other Compensation
An appointing authority desiring to provide compensation not specifically covered either by Chapter 6 of these Rules or by the classification and pay plan shall obtain approval from the Commission of a plan for providing such compensation, and shall obtain certification in accordance with Rule 6.13(a) prior to providing such compensation. The alteration of any such plan shall not be made without the prior approval of the Commission.
EXPLANATION
The purpose of these rules is to provide for the regulation of all cash payments to classified employees such as housing allowances, food allowances, and other similar allowances.
