Subject: Resuming Normal Activity For Jobs Above Gs-20
Issue Date: November 7, 1995
Because of the provisions of Civil Service Rule 8.2.1, Civil Service stopped announcing jobs above GS-20 in September. We also stopped routinely approving appointments to jobs at that level except medical and shortage positions.
We will resume placing jobs above GS-20 on Special Announcements beginning with the Special Announcement which opens December 15, 1995. If you anticipate that a job above GS-20 will have to be announced on a Special Announcement, you may submit your request for the certificate to Civil Service any time on or after November 21, 1995. These jobs will appear on the Special Announcement which opens December 15, 1995. No special justification will be required for us to announce these jobs.
With regard to Promotional Announcements, you may begin routinely submitting SF-2's for jobs above GS-20 any time on or after December 15, 1995. However, certificates will not be issued before January 9, 1996. Agencies with internal posting agreements may begin routinely posting jobs above GS-20 with opening dates on or after December 15, 1995, but no appointments from such postings will be approved with effective dates prior to January 9, 1996.
We can routinely issue no certificates or approve any appointments for jobs above GS-20 except medical and shortage until January 9, 1996.
Effective January 9, 1996, you may resume submitting requests for certificates as normal.
