Subject: How To Apply For Unclassified Managerial
Positions

Act 693
( Executive Management in State Government) was signed
by the
Governor on July 21, 1983. As part of
its
responsibilities
under this Act, within sixty days after each
election
for governor, the Department of State Civil Service is
required
to submit to the Governor-Elect a list of classified
employees
who are qualified for and who desire to apply for
appointment
to a position in management in the unclassified
service. The Governor-Elect may consult this list in
making
appointments
to unclassified management positions and may make
the list
available to secretaries and other heads of
departments.
Enclosed,
as part of this circular, is a flyer which describes
the
procedures involved in applying for these appointments.
Also
enclosed is a questionnaire which is to be used by
candidates
to document their qualifications. In
order to
insure
adequate time to process responses from interested
candidates,
completed questionnaires must be received by this
Department
no later than November 30, 1995. Any
applicant for
whom we
do not receive a completed questionnaire by November
30,
1995 will have to express his or her interest directly to
the
Governor-Elect's staff. Please
duplicate as many of the
enclosed
flyers and questionnaires as are needed to inform your
employees
concerning this program.
The
minimum qualifications for these positions are
1. a bachelor's degree from an accredited
college or
university;
however appropriate work experience
related to
the
position of appointment may be
substituted on a year
for year
basis for such degree; plus
2. three years of responsible managerial
experience.
The
Department will forward to the Governor-Elect no later than
December
20, 1995
1. a list of applicants,
2. the completed questionnaires.
Agencies
are urged to give this circular wide dissemination so
that
qualified employees who are interested in applying for
appointment
to a position of management in the unclassified
service
may make known their interest at the earliest possible
date. Your cooperation in carrying out the
legislative mandate
of this
Act is appreciated.
