Subject: Implementation Of Civil Service Rule 8.2.1

Issue Date: July 7, 1995

According to the provisions of Civil Service Rule 8.2.1, no position above the GS-20 pay range, except medical and shortage positions listed in the State Personnel Manual, may be filled on a permanent basis, from the date of the Gubernatorial First Primary Election (October 21, 1995) through Inauguration Day (January 8, 1996), without obtaining prior approval of the Director.

After September 15, 1995, please do not submit any request for certificates for jobs above GS-20 or MS-64. We will not announce any of these jobs or issue certificates for any of these jobs. In addition, we cannot approve any appointments with effective dates between October 21, 1995 and January 8, 1996 to jobs above the GS-20 or MS-64 pay ranges except positions designated as shortage (7.20.D) by the Civil Service Commission.

State agencies that have promotional posting agreements with Civil Service cannot post these jobs during this period.
