Subject:     Announcement Of June 14, 1995 Pay Hearing

The State Civil Service Commission will hold a public hearing

on Wednesday, June 14, 1995 to consider amendments to the

proposed one time supplemental salary increase proposed and

adopted at the August 3, 1994 Commission meeting.

 

THE HEARING WILL BEGIN AT 9:00 A.M. AND WILL BE HELD AT THE

DEPARTMENT OF CIVIL SERVICE, SECOND FLOOR SOUTH COMMISSION

HEARING ROOM, DOTD ANNEX BUILDING, 1201 CAPITOL ACCESS ROAD,

BATON ROUGE, LOUISIANA.

 

The Civil Service Commission has become aware that monies may

not be sufficient to pay the full amount of the five percent

supplemental payment passed by the Commission at its regular

meeting on August 3, 1994.  Further, the Commission has become

aware that calculation of the amount available for such payment

cannot be made until late in the fiscal year 1994/95.

Consequently, the pay plan providing for such supplement is

proposed to be amended as shown below.

EXHIBIT A-1:  Pay Proposal

 

The supplemental payment shall be equal to an amount not

greater than five percent of the employee's annual salary, but

not greater than $1200 per employee.  The actual percent and

maximum to be applied shall be fixed by the Director of the

Department of State Civil Service as a percent of maximums

authorized herein.  This action shall be taken by the Director

when the calculations necessary to fix those proper figures

have been made.

 

For purposes of this pay plan, the date of distribution shall

be June 4, 1995, and checks representing the supplemental

payment shall be issued as soon after that date as practical.

 

In all particulars not inconsistent with that contained herein,

the pay plan adopted by the Commission on August 3, 1994 to

provide for a supplemental payment is reaffirmed.

A General Circular containing directives concerning employee

eligibility for, and computation of, the amount of the

supplement will be issued by the Civil Service Director.

 

Restated below for your convenience is the entire proposal

(Exhibit A) as it was adopted at the August 3, 1994 Commission

Hearing.

 

EXHIBIT A

 

In accordance with Rule 6.3(c) the Civil Service Commission

will also authorize a one time supplemental payment to be

implemented as follows:

 

The supplemental payment shall be equal to five percent of the

employee's annual salary not to exceed $1200 per employee. The

payment shall be made to persons who were employed between July

1, 1994 and November 30, 1994 and through the date of

distribution of the payment.  The payment to each employee

shall be prorated according to the following schedule:

 

     DATE OF OBTAINING STATUS           PERCENT OF PRORATION

 

     On or before July 1                        100

     July 2 through August 19                    75

     August 20 through October 8                 50

     October 9 through November 30               25

     December 1 and after                         0

 

The calculation of the annual salary for purposes of

determining this supplemental payment amount shall be based on

the monthly salary in effect on November 30, 1994.

 

The supplemental payment shall be made as one lump sum payment

to each employee affected and shall be considered a one time

payment effective for Fiscal Year 1994-1995 only.

 

Please review the proposal shown in Exhibit A-1 and furnish us,

as soon as possible, any comments which you consider pertinent.

Comments and recommendations will be considered only on the

above item.  If you would like to appear before the Commission

to present your comments orally, you are invited to do so and

are requested to notify the Department of Civil Service of such

intentions in advance of the meeting.

 

Please post this General Circular prominently so that all

employees will receive notice of this hearing.

 

If any special accommodations are needed, please notify us

prior to this meeting.
