Subject:     Changes In Job Announcement Status

For several years, we have kept most jobs with established

selection procedures open continuously for permanent state

employees.  Our expectation was that competitive promotions

could be filled without requiring additional announcement and

that state employees would know they could establish

eligibility anytime they wanted.

 

Our experience is that this procedure seems to work when there

are frequent vacancies and well informed employees.  For less

frequently filled vacancies, state employees are not

establishing eligibility.  We assume they are waiting for a

vacancy.  The result is that state employees are missing

promotional opportunities.

 

We believe we can improve this significantly by closing those

jobs we are not recruiting for very well.  Effective January 1,

1995, we are closing over 100 jobs that were previously open to

state employees.

 

We are keeping just over 75 competitively filled promotional

jobs open continuously to state employees.  Attached, but not

appearing on the OPEN System, is a competitive promotion flier

to publicize the need for state employees to establish

eligibility.  This announcement must be posted.  The

competitive promotion flier is subject to change.  Please check

the OPEN System or call the Examining Division of Civil Service

for the most current information about these jobs.  If this

procedure does not work, we will have to close all titles at or

above GS 15 and announce by vacancy.

 

In addition to posting the competitive promotion flier,

agencies need to make sure that special announcements and

promotional announcements are posted.
