Subject: Recommended Changes To State Personnel Program

At its November 16, 1994 meeting the Civil Service Commission will consider recommendations for changes to the personnel program made by the legislature in Concurrent Resolutions based upon recommendations made by the Select Council on Revenues and Expenditures In Louisiana's Future (SECURE). The hearing will begin at 9:00 a.m. and will be held at the Department of Civil Service, Second Floor Hearing Room, DOTD Annex Building, 1201 Capitol Access Road, Baton Rouge, Louisiana.

The Concurrent Resolutions adopted by the Legislature relating to the personnel program are as follows:

SCR 23 Requests the State Civil Service Commission to revise the leave of absence policy for state employees.

SCR 33 Requests the Department of State Civil Service to develop equitable and consistent compensatory leave policies.

SCR 34 Requests the Department of Civil Service to expand nonsupervisory career progression where cost-effective.

SCR 35 Requests Civil Service to eliminate the service rating system in favor of a performance appraisal system.

SCR 36 Urges the Department of State Civil Service to develop, adopt, and implement a system of evaluation of managers by their employees.

SCR 37 Requests the Department of State Civil Service to promote an incentive awards program.

SCR 38 Requests the Department of State Civil Service to develop a reward program for employees.

SCR 39 Requests the Department of State Civil Service to review Civil Service appeals procedures in order to reduce delays.

SCR 40 Requests the Department of State Civil Service to study and recommend alternative methods of dispute resolution in employee appeals.

SCR 41 Requests the Department of State Civil Service to reevaluate its written tests and consolidate or eliminate unnecessary tests.

SCR 43 Requests the Department of State Civil Service to design and implement an interactive management information system.

SCR 47 Requests the Department of Civil Service to update in-service training policies for state employees.
