CLARIFICATION OF GRANDFATHER RULE REGARDING SEMESTER HOURS IN

ACCOUNTING

 

Civil Service Rule 7.9(a)2(c) sometimes referred to as the

"grandfather clause", states that "whenever minimum

qualification requirements are changed and incumbents of

positions in affected classes do not meet the new requirements,

such incumbents will be allowed to remain in the class of

position occupied and to continue gaining qualifying experience

for the higher levels that are in the normal career progression

for that class."

 

Civil Service Rule 7.9(a)2(d) states that in order to qualify

for other jobs in the normal career progression an incumbent

must "acquire the difference (in experience) between the

minimum qualification requirements of their present class and

those of higher levels.

 

For example, an employee with no college credit occupies a

position requiring twelve semester hours in accounting and one

year of professional level experience and wishes to promote to

a job requiring twelve semester hours in accounting plus two

years of experience.  The employee need only gain the one year

of additional experience to qualify.

 

If this same employee wishes to move to a job requiring an

absolute twenty- four semester hours in accounting plus two

years of professional experience, he must earn the additional

one year of work experience plus the entire twenty-four

semester hours in accounting.  The grandfather rule does not

apply to the college training since it specifically refers to

experience only.  The hours in accounting required is due to

the necessity for progressively complex coursework.  A person

who has been grandfathered but doesn't really have the

Accounting hours and then goes back to school and takes twelve

hours hasn't really "made up the difference" in education

because the courses he takes are less advanced than needed for

the higher level class.

 

DUPLICATE ACCOUNTING COURSES

 

As stated in General Circular 1153, the Department does not

give credit for duplicate courses that cover essentially the

same or similar material.  This issue frequently comes up with

employees applying for Accounting jobs.  Two courses which

frequently come up are Accounting 2000 and Accounting 2001

offered by LSU.  If an employee takes both of these courses we

will only count one of them toward any qualifying semester

hours in Accounting.

 

CLOSING CLASSES TO APPLICATION

 

Due to reductions in staff the Department finds it necessary to

close some additional jobs to application.  The registers

listed below will be closed to state employees and the public

effective August 1, 1994.  This means that to fill vacancies

they will need to be announced on special or promotional

announcements.  These are all classes which use E & T's rather

than written tests.

CORRECTION TO REVISED TEST FAMILIES

 

In the Revised Test Families, issued in General Circular 1156,

the job Revenue Accounts Auditor 1 is erroneously listed in

both the Professional Accounting Test Family (PACT) and the

Professional Auditing Test Family (PAUT).  This job should only

be listed in the Professional Auditing Test Family (PAUT).
