General Circular No. 001682

To:                   Heads of State Agencies and Human Resource Directors

Subject:            Annual Compliance Report for Mandatory Supervisory Training

Issue Date:       December 20, 2006

NOTE:  Please make this General Circular available to the person who is responsible for tracking training in your agency.

The annual compliance report for mandatory training will be due in our office on January 31, 2007.  This report should list all employees who have NOT completed their required mandatory training within their 3-year window.  Any current supervisor whose 3-year window has passed and who has not yet completed the training should be reported to us.

This report should be signed by the appointing authority and returned to Civil Service no later than January 31, 2007.  We are sending it at this time to allow for the careful planning and compilation of the report.  An up-to-date listing of the job titles in each supervisory group can be accessed by clicking on “Training” and then “Mandatory Training” on the Civil Service website.

A copy of this report shall be maintained in the agency’s Human Resources office.  It shall be made available to Civil Service representatives upon request.

HOW TO APPLY THE KATRINA/RITA TRAINING EXTENSION for SUPERVISORY GROUPS 1 and 2:

In General Circular 1665, issued June 27, 2006, we informed you that due to training delays caused by Hurricanes Katrina and Rita, the Civil Service Commission, on November 2, 2005, approved a 6-month extension of training deadlines for employees in Supervisory Groups 1 and 2 as of August 27, 2005, and whose training deadlines fell on or after August 27, 2005.

When determining the deadline for training for employees in your various supervisory groups, remember to add six months to the original deadline date for those supervisors who were in their supervisory group as of August 27, 2005.  Your reporting for those employees will be based on their extended deadline date, not the employee’s original deadline date.   Employees who entered a supervisory group after August 27, 2005, are bound by the 3-year training period required in the terms of the policy.  The training deadline for those employees obviously is still several years away.

HOW TO APPLY THE SUPERVISORY GROUP 3 EXTENSION:

Due to a delay in course development, the training deadline for employees in Supervisory Group 3 was extended to June 30, 2008.   Therefore, the training deadline for your employees in Supervisory Group 3 is three years from the date the employee entered the Supervisory Group 3 position, or June 30, 2008, whichever is later.
