Subject: Announcement of Mandatory Special Entrance Rates for
WS 201-203, SS 401, MS 501-502, and AS 601-602
Issue Date: July 20, 2006
The State Civil Service Commission has approved a mandatory statewide Special Entrance Rate (SER) of $6.15 per hour for all jobs in the following pay grades: WS 201, WS 202, WS 203, AS 601, AS 602, MS 501, MS 502, and SS 401, effective August 14, 2006. An SER essentially creates a new minimum of the pay range. All new hires MUST be paid at least a rate of $6.15 an hour. Any employee in these pay grades who makes less than $6.15 an hour MUST be raised to at least $6.15 an hour effective August 14, 2006.

This action may cause pay compression in your agency. Rule 6.5(b) allows you the option of granting a percentage difference increase to other employees in the same job titles who are currently earning more than $6.15 an hour. The percent difference is the percent between the old minimum and the new (SER) minimum. You may give any amount up to the full percent difference; however, this is not mandatory. If you choose this option, the effective date must be August 14, 2006.
The following table provides the amount of the percent difference between the range minimum and the new SER. If you currently have an SER in effect, you must calculate the percent difference based upon your current SER. The formula is (new rate/old rate) –1 * 100. For example: the minimum of WS 201 is $5.47; therefore, ($6.15/$5.47) –1 * 100 = 12.4%.

If you have employees within the same career progression or supervisory chain but who are in other than the affected job titles and pay ranges, and who experience compression due to the implementation of this SER, you may address this under Optional Pay, Rule 6.16.2, provided you have a Civil Service Commission approved policy that covers pay for compression. Even if cases of compression exist, it is not mandatory that you address these situations.
