Subject:            Announcement of July 19, 2006 Pay Hearing

 

Issue Date:       June 22, 2006

 

The State Civil Service Commission will hold a public hearing on Wednesday, July 19, 2006 to consider proposed changes to the Classification and Pay Plan.

 

The hearing will begin at 9:00 a.m. and will be held in the auditorium of the Claiborne Building, 1201 Third Street, Baton Rouge, Louisiana.

 

The Commission will consider the following exhibit:

 

EXHIBIT A: Changes to the Scientific/Technical (TS) Pay Schedule, Grid and Implementation Order

 

A supplement adding/changing items in this exhibit may be issued at the Commission Hearing. 

 

The Commission will also consider changes to the Pay Plan due to job studies including new jobs, title changes and pay changes.  The exhibits with these changes will be published in a General Circular at a later date.

 

Please review this proposal and furnish us any comments that you consider pertinent by close of business July 7, 2006.  If you would like to appear before the Commission to present your comments orally, you are invited to do so and are requested to notify the Department of Civil Service of such intentions in advance of the meeting.  Please direct your comments to Lisa Lusk or Glenn Balentine at 225-342-8083 or email at lisa.lusk@la.gov or glenn.Balentine@la.gov.

EXHIBIT A: Changes to the Scientific/Technical (TS) Pay Schedule, Grid and Implementation Order

 

Implementation Order for the Scientific/Technical (TS) Schedule and Grid Proposed at the July 19, 2006 Pay Hearing

The purpose of this order is to effect the transition of employees from the current Scientific/Technical pay grid to the proposed Scientific/Technical pay grid.

  1. All current base supplement pay that falls within the employee’s new range shall be converted into base pay.
  2. If the employee’s individual pay rate falls within the range of the new grade, his pay shall not change.
  3. If the employee’s individual pay rate falls above the new range maximum, his pay shall be red-circled until the range encompasses the rate.
  4. If the employee’s individual pay rate falls below the minimum of the new range, his pay rate shall be brought up to the new minimum.
  5. Other Special Pay not associated with either payment for location, education/credentials, and/or other forms of variable pay may be converted into base pay upon approval by the Civil Service Commission. Requests for conversion of Special Pay to base pay must be submitted to the Civil Service Commission for approval.
