& RITA – Temporary Incumbency Allocations

Due to the catastrophic
damage caused by Hurricanes Katrina and Rita, the Department of Civil Service
recognizes the unique circumstances that some agencies have faced and will
continue to face during the rebuilding, reopening and reorganization of offices
and facilities. This may involve
furloughs, layoffs, reassignments, or duty station changes during the next few
months. In some instances, an agency
may be working to complete the furlough or layoff process at the same time that
the ability to re-open a partial facility or office within that agency
occurs. In many instances an agency may
not have a permanent decision on the duty assignments of an employee.
In an effort to
assist agencies with the monumental paperwork task during the reorganization
process, the Department of Civil Service will allow an agency to use positions
even though the duties may or may not continue to support the previous allocation
through the use of a Temporary Incumbency Allocation. This action will provide agencies with some flexibility when
staffing offices and facilities during these extraordinary times.
Requirements to
implement a Temporary Incumbency Allocation:
1. The Temporary Incumbency Allocation must
be reported to the Compensation Division via the attached agreement.
2. The Temporary Incumbency Allocation will
be approved for a period of six months from the date that the agreement form is
signed. It is imperative that these forms are signed on a timely basis. The Department of Civil Service will allow
the use of the agreement form until August 29, 2006.
3. An updated position description must be
submitted to the Compensation division thirty days prior to the expiration of
the Temporary Incumbency Allocation.
The Department of Civil Service will keep a database of the Temporary
Incumbency Allocations in order to notify an agency of an upcoming deadline for
the update of a position description.
4. Once the duties and reporting
relationships are updated the position will be placed into the job title that
the duties support.

I agree that an updated position description will be submitted to the Department of Civil Service thirty days prior to the expiration date listed above.
To be completed by the employee:
I have been informed by my Appointing Authority / Human
Resources Department that my current duty assignments may or may not continue
to support my official position allocation that was made previous to Hurricane
Katrina or Hurricane Rita.
This is to acknowledge that I may maintain this
allocation for six months from the date of the assignment change. Upon the
expiration date of this Temporary Incumbency Allocation, the Department of
Civil Service will review an updated position description to determine my
proper allocation. After this review is
complete, I understand that my allocation may change depending on my permanent
duty assignments and that my pay will be adjusted according to Civil Service rules.
