Subject: KATRINA – Pending Job
Correction Implementations

In
the wake of Hurricane Katrina, questions have arisen regarding how to handle
certain transactions when Human Resources staff are aware that there is a
position that is pending job correction from either the December 8, 2004 or the
July 13, 2005 pay hearing. In some
cases the desired employee is currently allocated to a job title slated for
abolishment or pending job correction to a new title as a result of either the
January 17, 2005 or August 29, 2005 job study implementation effective date.
Please
be aware that this uncertainty could affect the nature of action of a hiring
decision in that what you view as a promotion could potentially be a demotion
or lateral move if made prior to the job correction of a position. The initiation of an action prior to job
correction implementation may cause an over-payment or under-payment issue for
an employee.
If
you are contemplating officially hiring or reassigning an employee at this
time, please ensure that the position from which the employee is leaving as
well as the position to which the employee is moving has been job corrected to
the proper job title. Please attempt to contact the losing agency for direction
or a member of the Compensation staff for assistance so that the correct
allocation can be determined. If you are unable to contact the losing agency
due to Katrina issues, please know that our staff is willing to work with you
to resolve these issues.
Outstanding
Administrative Support Job Corrections
Many
of the questions we receive involve employees allocated to
clerical/administrative job titles yet to be job corrected to the proper title.
These actions should continue to be effective on January 17, 2005.
Last
month, agencies with outstanding actions affected by this job study were
provided with a report identifying positions that still needed job correction
as well as the instructions to accomplish this. Please note that we will
suspend our efforts to require agencies to have all affected positions moved to
the new administrative support job titles by November 15, 2005. After February 28, 2006 we will once again
resume our efforts to finalize all of these actions.
We strongly encourage any agency that is able to continue to
finalize all job correction implementation issues to do so. For questions
