General Circular No. 001619

To:                   Heads of State Agencies and Human Resource Directors

Subject:            KATRINA – Position Descriptions

Issue Date:       September 12, 2005

Updates of Position Descriptions

This General Circular suspends the mandate from General Circular 1603 issued April 11, 2005 that established a formal policy regarding the updates of position descriptions.

The requirement to update a position description at least every five years, when major duty changes have taken place, or prior to filling a vacant position has been suspended until February 28, 2006.  This action is taken in order to allow agencies to focus efforts on specific needs resulting from the impact of Katrina especially in terms of temporary assignments, reassignments, and work location changes.  Again, please note that this is not a mandatory deferral.  If you are able to continue the position description update process in your agency, we encourage you to do so.

Accountability Compliance for Updating Position Descriptions

In addition, please note that the Accountability Division will not begin to cite agencies regarding the updating of position descriptions until April 11, 2007.  This extension should provide all agencies adequate time to get measures in place with management staff to facilitate adequate tracking for the update procedure.
