Subject: First Annual Compliance Report for
Mandatory Supervisory Training
Issue Date: May 2, 2005
NOTE: Please make this General Circular available
to the person who is responsible for tracking training in your agency.
The
attached first annual compliance report for mandatory supervisory training is
to be signed by the appointing authority after June 30, 2005, when the first
three years of the mandatory training are completed. It shall be returned to Civil Service no later than September 30,
2005. We are sending it at this time
to allow for the careful planning and compilation of the report. An up-to-date listing of the job titles in
each supervisory group can be accessed by clicking on “Training” and then
“Mandatory Training” on the Civil Service web site.
This
report shall be completed and returned annually to Civil Service by September
30 of each year. Our department will
send out the notice each year. A copy
of this report shall be maintained in the agency’s Human Resources office. It shall be made available to Civil Service
representatives upon request.
Those
who were supervisors effective July 1, 2002, and who have remained in their
original supervisory group, are required to have completed such training no
later than June 30, 2005. Supervisors
in DROP are not excluded from the training requirement.
Supervisors
whose training deadline is June 30, 2005, who have not completed the training
must be listed on this report.
Those who became
supervisors after July 1, 2002, AND those who changed from one supervisory
group to another have a deadline other than June 30, 2005, and should not be
shown on this report if they have not yet completed their training.
Our staff will
study the degree of compliance for each agency, and based on this review, will
inform the Civil Service Commission of our findings. The Commission may then decide which appointing authorities will
be invited to address the Commission at one of its regularly scheduled public
meetings to report on the agency’s compliance with Civil Service Rule
7.4(f), which reads as follows:
“The Commission shall establish
mandatory training for employees who occupy or are appointed to designated
supervisory, managerial or administrative jobs. Each department shall advise
employees who occupy these jobs of the training requirements. Employees who
fail to meet the required training within the specified period of time may be
disciplined or removed in accordance with Chapter 12 of the Civil Service
Rules.”
Agencies have
been informed of these requirements over the past several years through General
Circulars 1473, 1481, 1524, 1558, 1570, 1575, and 1597.
