State Employee Drug
Testing Policy

Governor
Kathleen Babineaux Blanco has issued Executive Order No. KBB 2005-8
( http://www.state.la.us/osr/other/kbb05-08.htm ) mandating that state agencies promulgate a written policy requiring drug testing of employees, appointees, prospective employees, and prospective appointees, pursuant to R.S. 49:1001, et seq. This Executive Order mirrors Governor M. J. “Mike” Foster, Jr.’s Executive Order MJF 97-33, issued August 29, 1997, in all pertinent parts with the following exceptions:
- Section 2:A.4. Prior to hiring or appointing a prospective employee, except employees transferring from one executive agency to another without a lapse in service. The underlined language is new.
- Section 7: Changes the date agency drug testing reports are due to the Commissioner of Administration to December 1, 2005 and December 1 for all succeeding years. Previous reporting date was November 1.
