The purpose of
this circular is to remind you that Civil Service Rule 11.26(a) 3 provides for
15 working days of paid leave per calendar year for military purposes. This leave is granted to members of a
Reserve Component of the Armed Forces of the United States who are called to
duty for military purposes, and to members of National Guard Units which are
called to active duty as a result of a non-local or non-state emergency.
When the 15 days
of paid leave have been exhausted and the employee is placed on leave without
pay, an employee whose military base pay is less than his state base pay shall
be paid the difference between the two in accordance with the provisions of
Rule 11.26(g).
There have been
some discrepancies in how paid military leave is recorded in ISIS HR paid
agencies. We offer the following
information to assist ISIS HR users in accurately recording and reporting the
use of paid military leave.
Tips for Tracking Paid Military Leave in
ISIS HR
Effective
calendar year 2005, ISIS HR will support only one Military quota from which
both LMAL (Military Active Leave) and LMTL
(Military Training Leave) hours will be deducted.
The maximum
military leave with pay for military purposes is 15 working days per
calendar year (C.S. Rule 11.26 Military Leave). While ISIS HR provides a quota record to
assist agencies in monitoring that this limit is not exceeded, it is critical
that the quota records are properly established and that military-related
absence hours are correctly recorded to prevent over-deductions.
Always adhere to
the following:
Ø Military quota records must always be
created for one calendar year (e.g., 01/01/05 thru 12/31/05). They should never reflect 12/31/9999 as
their end (“TO”) date.
Ø Military absences for employees on a 24H
7DAY schedule will not properly reduce military quota. A substitution to a standard 8, 10, 12 hour
daily schedule must be done for the days/weeks that involve paid military
absences. The employee can be returned to the 24H 7DAY work schedule once their
military paid leave is exhausted.
Ø ZT06 will report the existence of
military quotas and indicate the number of days deducted and remaining. This report should be run before
creating a new military quota to prevent creating duplicate quota records.
