General Circular No. 001597

To:                   Heads of State Agencies and Human Resource Directors

Subject:            Mandatory Training – Notification of Amended Supervisory Groups

Listings

Issue Date:       January 7, 2005

Please make this information known to the individual in your agency who has been designated as the training contact for mandatory training and CPTP.

The lists of supervisory groups have been edited to reflect changes to the pay plan.

Please note that these lists reflect Department of Civil Service requirements.  Individual agencies may establish policies to add titles to a list subject to approval by the CPTP Policy Board.

REASONS FOR CHANGES TO THE SUPERVISORY GROUPS

Lists change for only a few reasons:

1.  A job title is abolished and replaced by another one in the same supervisory group.  In these cases, the incumbents were included in the training by virtue of their previous job title being on the list and are STILL included since their new job title is on the list.

2.  A job title is removed entirely from the list because the job is not supervisory and perhaps should not have been on the list in the first place.  There is no continued training requirement for those employees.

3. A new job title is created and added to the list.  People are promoted / reallocated from existing jobs into this new job.  Promoted incumbents have 3 years from their date of promotion / reallocation to obtain the required training.

4.  An old job title was on the list in one supervisory group; the new job title is on the list in a higher supervisory group. The incumbent must finish the lower group's training, and has 3 years from date the job title was placed in the higher group to get that group's training requirement.

5.  An old job title was on the list in one supervisory group; the new job title is on the list in a lower supervisory group.  The incumbent has 3 years from the list revision date to get the training for current supervisory group.  There is no requirement that he/she finish the training for the higher group to which the job was previously assigned.

WHERE TO LOCATE THE SUPERVISORY GROUPS

It is important that you, or whoever has been identified as the training contact for your agency, be aware of which job titles in your agency are in each group.

Three groups of supervisors have been identified and are listed with the mandatory training policy on our website at: www.dscs.state.la.us.    To locate the policy and the groups, find the “Training” topic at the bottom of the blue menu frame on the left side of our homepage, and then click on “Mandatory Training”.

For further information about these groups, please refer to General Circular 1524 of 2003.
