Subject:            Reporting Falsified Credentials

With the recent implementation of the new QUEST model for filling clerical vacancies, there has been a rise in the number of cases of applicants submitting falsified grade notices when applying for these vacancies.  The Department of Civil Service is emphasizing the need for agencies to verify grade notices submitted by applicants.  While it is not necessary to verify all submitted grade notices, it is critical that agencies verify those grade notices of applicants being considered for employment, especially those that are forwarded to the hiring manager.

 

Submission of a falsified grade notice is a violation of Civil Service Rule 14.1(j), which reads:

 

No person shall make any false statement, certificate, mark, rating, form or report with regard to any application, test, certification, personnel transaction, appointment or employment made under any provision of the Article, the Rules, or a regulation of the Department of Civil Service, or in any manner commit or attempt to commit any fraud preventing the impartial execution of the Article, Rules and regulations.

 

If a falsified grade notice is discovered, contact the Program Accountability Division at (225) 219-9437 immediately for instructions on forwarding documents such as the falsified grade notice as well as the application, which are necessary to conduct an investigation.

 

Based on the results of the investigation, applicants may be barred from state employment according to Civil Service Rule 8.13(a) 8, which states:

 

(a) The Director may cancel the employment eligibility of any applicant, or of any employee serving with other than permanent status following certification or employment if

8. Has made a false statement of any material fact or has practiced or attempted to practice deception or fraud in his application or examination or otherwise in securing or attempting to secure eligibility for appointment for either himself or others;
