I am pleased to present the first Annual Report that the Department of State Civil Service has compiled since the early 1970s.  This Fiscal Year 2003-2004 Annual Report includes a statistical snapshot of the classified workforce and a list of the Department’s major accomplishments since 1999. 

Every accomplishment is a testament to the creativity, intelligence, dedication and potential of a great staff. 

I also commend the state’s human resources staff, agency heads and other government officials for their commitment and help in making great strides for the state’s merit system.
