Subject:            Managing Registration for Mandatory Supervisory Training

Please make this General Circular available to your agency’s designated Mandatory Training Officer, as well as anyone else in your agency who needs to know the following.

 

The state is almost two-thirds through the initial mandatory training period, which began on July 1, 2002, for all supervisors who occupied an affected job title on that date.  Individuals who were placed in a supervisory position requiring mandatory training after that date have three years from the date of entry into that job to complete their training requirements.  For employees in job titles that were added (not title-changed) to any supervisory group, we will allow three years from January, 2004, when the list of job titles was substantially changed.  This applies to all supervisory groups.

 

The state’s Mandatory Training Policy requires that each agency designate a Mandatory Training Officer to ensure the following:  a) that training information is made available to applicable employees; b) that time is made available to supervisors to attend the training courses, and, c) that the agency’s progress is tracked.

 

The following is important information in managing an agency’s registration process for mandatory training:

 

 

 

1. Mandatory training applies only to job titles in the CURRENT supervisory group lists.  Some of the job titles that were listed in a group have been removed completely or assigned to a different group as job titles have changed.  Some employees still occupy job titles which were on a list, but which are no longer on a list.  These are NOT bound by the mandatory training requirements for that group.  The only employees bound by the mandatory training requirements are those who occupy a job title that CURRENTLY appears on one of the supervisory group lists. 

 

2. Schedule employees who were in an affected supervisory group as of July 1, 2002,  AHEAD of those who became supervisors later.

 

3. This training is designed for employees who actually supervise other employees.   Scheduling priority should be given to direct line supervisors who have actual subordinates.  There are some job titles on the list that are “mixed” positions – that is, the job specification states that the position may exercise direct supervision of subordinates.  Some positions allocated to those job titles do indeed exercise supervision over other employees, while other positions do not.  We strongly encourage you to ask that such job titles be removed from your agency’s mandatory training requirement if, in your agency, these positions do not exercise direct supervision of subordinates.  Please have your Mandatory Training Officer send a letter to the Comprehensive Public Training Program (CPTP) requesting exclusions of those job titles.  State the reasons for the requested exclusions.  This address is as follows:

These exceptions are presented by Sam Breen to the CPTP Policy Board and are generally approved.  Once approved, your agency is no longer required to meet the mandatory training requirement for the incumbents of those positions.
