Subject: Conversion of Civil Service Test
Scores to Highest Earned

As you are aware, the Civil Service Commission approved a rule change effective May 1, 2004, which allows people taking Civil Service exams to always have on record the highest score that they have earned on a particular exam, even if it is not their most recent score for that exam. To benefit applicants who have earned a higher score in the past on a certain exam than what is currently on record, Civil Service will update test scores in our system in the second week of May to give candidates their highest earned scores.
The update will be performed on Monday, May 10, 2004, on all test scores in our computer records. If the current score is active, the updated score will also be active. If the current score is inactive, the updated score will also be inactive. If the current score is expired, the updated score will also be expired. Candidates with inactive or expired updated scores need only to ask us to activate and extend their scores. Because expired scores are included in this update, some system records may display a current effective date -- May 10, 2004 -- but a past expiration date. This will look strange, but it will be correct.
We will send a letter explaining this action, and including the candidate's updated score, ONLY to candidates whose updated test scores are active at the time of the update. We will not notify those whose scores have expired or are inactive for some other reason, although their scores will still be updated if they have ever held a higher score for a particular test. The records of candidates who do not have a higher past score will not be updated.
All Civil Service test scores issued after Monday, May 10, 2004 will be the candidate's highest score earned for that test series. If candidates' scores go down upon retesting, our system will send a letter notifying them that their earlier, higher score has been retained. Otherwise, they will receive the normal score notice.
