Subject:            Announcement of August 6, 2003 Pay Hearing

 

Issue Date:       June 11, 2003

 

 

The State Civil Service Commission will hold a public hearing on Wednesday, August 6, 2003 to consider proposed changes to the Classification and Pay Plan.

 

The hearing will begin at 9:00 a.m. and will be held in the auditorium of the Claiborne Building, 1201 Third Street, Baton Rouge, Louisiana.

 

The Civil Service Commission will consider the following exhibits pertaining to the new Social Services (SS) and Medical (MS) Schedules.  THESE SCHEDULES WILL NOT BECOME EFFECTIVE UNLESS ADOPTED BY THE CIVIL SERVICE COMMISSION AND APPROVED BY THE GOVERNOR.  IF ADOPTED BY THE COMMISSION AND APPROVED BY THE GOVERNOR, THE GOVERNOR WILL SET THE EFFECTIVE DATE.

Further supplements adding items to these exhibits may be issued prior to the meeting.

Please review these proposals and furnish us any comments that you consider pertinent by close of business July 11, 2003.  If you would like to appear before the Commission to present your comments orally, you are invited to do so and are requested to notify the Department of Civil Service of such intentions in advance of the meeting.

 

Please post this General Circular prominently so that all employees will receive notice of this hearing.

EXHIBIT A: Social Services (SS) Schedule Implementation Order, Grid and Schedule

 

Implementation Order

 

The purpose of this order is to effect the transition of employees from the General Schedule pay grid to the Social Services pay grid.

 

1.  All current base supplement pay that falls within the employee’s new range shall be converted into base pay.

 

2.  If the employee’s individual pay rate falls within the range of the new grade, his pay shall not change.

 

3.  If the employee’s individual pay rate falls above the new range maximum, his pay shall be red-circled until the range encompasses the rate. 

 

4.  If the employee’s individual pay rate falls below the minimum of the new range, his pay rate shall be brought up to the new minimum.

 

5.  Other Special Pay not associated with either payment for location, education/credentials, and/or other forms of variable pay may be converted into base pay upon approval by the Civil Service Commission.  Requests for conversion of Special Pay to base pay must be submitted to the Civil Service Commission for approval.

 

6.  If approved by the Governor and upon his effective date, the Pay Grids for the Social Services (SS) pay plan proposed at the August 6, 2003 Civil Service Commission Hearing shall be implemented in the following manner:

 

The Phase I grid shall be implemented on the effective date set by the Governor.  The Phase II grid shall be implemented 12 months after the effective date of Phase I.  The Phase III grid shall be implemented 12 months after the effective date of Phase II.
