Subject:            Selective Certification and Eligible Scores             

Issue Date:       May 20, 2003

Effective immediately, the Department of State Civil Service will no longer issue Selective Certifications for registers established as “Eligibles.”   Since agencies may use any job-related criteria to select from among all candidates with an “Eligible” score, formal Selective Certifications are unnecessary. 

When filling jobs using an “Eligibles” register, if an agency wishes to give preference to candidates with certain job-related education or experience, they may simply state this preference in their posting on Job Search, or specify it in their Inquiries of Availability.  No formal authorization from Civil Service is needed.
