Implementation of Protective Service Schedule

At its September 9, 2002, meeting, the Civil Service Commission approved the implementation of the Protective Service Schedule (PS Schedule) and Special Pay in the form of flexible Base Supplement of up to 2 % or up to 9% per Rule 6.16(f) for the jobs in the Protective Service Schedule as noted on the attached listing. Both items were then approved by the Governor to be effective September 23, 2002; the implementation orders are below. In addition, Flexible Special Entrance Rates at the 3rd quartile of the pay range have been approved effective September 23, 2002, for all jobs in the PS Schedule. Please note that any agency utilizing base supplement and/or Flexible Special Entrance Rates must send the Compensation Division an updated policy.

Movement to the PS Schedule

Implementation Order:

  1. If the employee’s individual pay rate falls within the range of the new grade, his pay shall not change.
  2. If the employee’s individual pay rate falls below the minimum of the new grade, his pay shall be brought up to the minimum.
  3. Any special pay not associated with either payment for specialty units, education/credentials, and/or other forms of variable pay may be converted into base pay. Requests for conversion of special pay to base pay must be submitted to the Civil Service Commission for approval.

If you have employees who will need a salary adjustment in order to move to the new minimum, you should do a Position Characteristic Change on the employee's record in Personnel Administration. Enter these actions as "Move to a New Pay Plan" for the action reason and "Structure Adjustment" for the pay reason.

For all positions you will need to "Create Basic Pay" when that screen appears in performing the PCC to pull in the new correct pay grade. Please see the Guidelines for Reporting Personnel and Position Transactions in Automated Systems under the heading of Position Actions/Standards for Entering Pay on Positions/Base Supplement. These guidelines are located at www.dscs.state.la.us under Entry Guidelines in the HR Reference section.

Base Supplement

For a detailed explanation of Civil Service Rule 6.16(f)-Rate of Pay Upon Approval of Base Supplement, please refer to General Circular #1428.

Base Supplement Implementation Order:

  1. The previously authorized Base Supplement for all other POST Certified Law Enforcement jobs shall be abolished since the maximum of the range in the new Protective Services Schedule is above the previous Base Supplement maximum.
  2. The new flexible Base Supplements shall be made effective the date that the new Protective Services Schedule is approved.
  3. The new flexible Base Supplements cited above shall not change unless further ordered by the Commission and the Governor. If the pay range and/or structure for any of the jobs listed above is revised upwards, the base supplement shall be reduced by the appropriate amount and as much base supplement as allowable shall be converted to the employee’s base pay.
  4. The highest amount of Base Supplement authorized shall not exceed the highest agency amount authorized immediately prior to the conversion to the new Protective Service Pay Schedule.

For positions that still have Base Supplement authorized and for those positions that will no longer have Base Supplement, please refer to the Base Supplement instructions in the Guidelines for Reporting Personnel and Position Transactions in Automated Systems under the heading of Position Actions/Standards for Entering Pay on Positions/Base Supplement. These guidelines are located at www.dscs.state.la.us under Entry Guidelines in the HR Reference section.

Remember that for all positions no longer receiving base supplement, you must change base supplement to zero on the Planned Compensation Infotype in the ISIS system. All agencies that will continue to use base supplement must submit a new policy to Civil Service. Employees whose pay was in the base supplement portion of the range prior to 9/23 will need to have all or a portion of the base supplement amount converted to base pay up to the new range maximum. You should use a Nature of Action of "Move to New Pay Plan" and the Authority for Pay of "Structure Adjustment/Special Adjustment." Employees in jobs wherein the new maximum is lower than the old base supplement maximum will continue to receive some portion of their salary in base supplement.

An example of the conversion of base supplement into base salary and changes in base supplement amounts is as follows:

Agency A had a policy prior to September 23, 2002 of paying 28% base supplement for the job of Police Investigator. Employee John Smith had a salary of $3430 which was in the base supplement portion of the range.

Police Investigator – GS-13 $1626-2690 with a base supplement maximum $3443.

The new range for this job is PS-109 $2006-3408.

Please note that this employee’s base salary (+base supplement) is above the new range maximum. If your employee’s base salary (+base supplement) is below the new range maximum, you should convert all base supplement to base salary.

The first action will be to convert as much of John Smith’s base supplement salary as possible into his base pay. Subtract the old range maximum from his new range maximum ($3408-2690 = $718). John Smith would have $718 in pay converted from base supplement to base salary. In order to make this conversion you should use a Nature of Action of "Move to New Pay Plan" and the Authority for Pay of "Structure Adjustment/Special Adjustment."

The next action will be to determine how much base supplement will still be necessary for this job. Divide the old base supplement maximum by the new range maximum and subtract 1 ((3443/3408 = 1.0102)-1 = .0102). This represents a base supplement amount of 1.02%. Remember, according to the Implementation Order for the base supplement agencies are not allowed to pay a dollar amount that is higher than their previously authorized rate. Therefore, even though the base supplement for the job of Police Investigator is flexible up to 2%, agencies are not allowed to pay the full 2% since that dollar amount would be $3476. Employee John Smith will still be paid $3430 and can never make over $3443 (the old base supplement maximum).

Since the amount of base supplement necessary is above 1% (1.02%), you should enter 2% into your automated system. Please refer to the Base Supplement instructions in the Guidelines for Reporting Personnel and Position Transactions in Automated Systems under the heading of Position Actions/Standards for Entering Pay on Positions/Base Supplement for further instructions on entering into automated systems.

Special Entrance Rates

Flexible Special Entrance Rates have been approved at the 3rd quartile of the range for all of the jobs in the PS Schedule effective September 23, 2002. If you were previously using SERs for your POST Certified positions, you do not have to make any changes from the rates you were using (unless they are below the new minimum). However, you may revise your policies to include all positions/jobs, not just POST Certified positions and/or raise the rates that you were using. If you continue to use your previous Special Entrance Rates or if you choose to implement new ones, you must send us a policy.

For Special Entrance Rate entry into automated systems, please refer to the Guidelines for Reporting Personnel and Position Transactions in Automated Systems under the heading of Position Actions/Standards for Entering Pay on Positions/Special Entrance Rates. The policy you are required to send to Compensation should reflect the rates and effective date your agency will be using. Enter these rates into your automated system as flexible rates with the effective date as set in your policy (not to precede September 23, 2002).
