Subject: Changes in Job Announcement/Posting Procedures

In October 2001, the Department of Civil Service announced plans to replace paper announcements of vacancies with internet postings on its Job Search site. (www.dscs.state.la.us/jobs.nsf) In January 2002, we ceased issuing paper "Special Announcements." On February 25, we changed from bi-weekly to weekly internet postings of Special Announcements. (See General Circular #1467.) Also effective February 25, 2002, we stopped scheduling written exams through the mail for posted jobs. Instead, such postings now assign a date by which candidates must walk-in to a testing center for a posted vacancy (see General Circular #1471). The Staffing Division is now taking the following steps to complete the conversion to internet posting of announced jobs.
OPENING DATES: Effective Monday, April 8, 2002, job postings will no longer be made only on Mondays. As soon as we have processed the SF2 request, the vacancy will be posted to Job Search. This may take place on any day of the week. Human Resources staff can usually expect to see their vacancy on Job Search within three days of our receiving the SF2 request, if the SF2 is properly completed. SF2s that lack information or have incorrect information will delay the posting. We recommend you use the revised SF2 available on our website for most efficient processing.
CLOSING DATES: Because we no longer schedule applicants by mail for posted vacancies that use written exams, the closing dates of Job Search postings using written exams will differ from those using rated applications. Positions that rate applications to produce scores (Experience and Training ratings; ELIGIBLE lists) will remain open for two weeks from the posting date. Positions that use written exams will remain open for three weeks from the Monday of the week they are posted.
The longer open time for jobs using written exams is calculated to provide at least one Saturday test date in each part of the State. Due to the schedule of test dates at Saturday testing centers, there will sometimes be no Saturday test dates available within three weeks of the opening date, in which case the posting will remain open an additional week, or as needed.
Human Resources officers can find a detailed schedule on the HRInfo! site of the closing dates for job postings for the first part of 2002 under "Job Search Information".
NEW SF-2 FORM: We have also revised the SF2 form. The new version asks for the Requesting Officer’s email address as well as a phone number. Please download it from our website (at http://www.dscs.state.la.us/Forms/downform.htm) and begin using the new form immediately. A copy of the new version is attached to this General Circular.
END OF PAPER PROMOTIONAL ANNOUNCEMENTS: Also effective April 8, 2002, the Staffing Division will no longer print and distribute paper copies of promotional announcements. Promotional announcements will be posted to Job Search along with all other requests received by DSCS. They will be open for the same time periods as other postings: two weeks for rated positions, and three (or more) weeks for tested positions, if posting is required. (Since all competitive level jobs that use written exams are now open to permanent employees at any time, promotional certificates for those positions will typically be issued without posting to Job Search). If HR staff wish to post paper announcements, they can print the postings from Job Search.
