Subject: Flexible Pay For POST Certified Police Jobs
Issue Date: February 15, 2001
At its January 10, 2001, meeting the Civil Service Commission approved Special Pay in the form of Base Supplement of an additional 14% (up to 28% total above the maximum) per Rule 6.16(f) for the POST Certified Police and Correctional Security jobs on the attached listing. This Special Pay was approved by the Governor to be effective January 10, 2001. Effective in conjunction with the base supplement was approval for Flexible Maximum Hire Rates as noted on the attached listing.
Base Supplement is an extension of the range maximum. Employees currently at range maximum will be eligible for pay increases due to the application of other Civil Service Rules. For instance, an employee at maximum who now has Base Supplement authorized for his/her position will once again be eligible for merit increases per Rule 6.14. Also, if an employee is at maximum in a position for which Base Supplement has been authorized and an agency implements a Special Entrance Rate, the employee will be eligible for the percent difference payment authorized per Rule 6.5 (b).
For your convenience we have restated Rule 6.16 (f) below.
Civil Service Rule 6.16 (f) Rate of Pay Upon Approval of Base Supplement.
When market and employment conditions require additional pay above the range maximum in order to maintain competent and experienced staff, the Commission, upon request from the appointing authority, may authorize that employees occupying positions in selected job titles, geographic areas, organizations or other limiting factors deemed appropriate by the Commission, receive a base supplement. Any Commission-approved base supplement must also be approved by the Governor before it can become effective. Authority for such pay may be adjusted or rescinded by the Commission, with the approval of the Governor, should market and employment conditions change. When authorized, this base supplement shall be treated as a part of base pay and must be reported as such.
(1) Upon reaching the range maximum, the salary of an employee whose position has been authorized base supplement may receive additional pay based on other provisions of these rules up to the highest rate within the base supplement and in accordance with any special provisions and conditions specified by the Commission.
(2) An employee who occupies a position at the time its base supplement authority is rescinded or adjusted downward by the Commission shall have his salary set in accordance with the provisions and conditions specified by the Commission.
3) An employee who occupies a position at the time its base supplement authority is moved upward shall have his salary remain the same, unless he retains eligibility for other adjustments authorized under other provisions of the Rules and unless the salary is set in accordance with any special provisions and conditions specified by the Commission.
Base Supplement is usually expressed as a percentage that is added to the maximum of the range. For example, an employee in a GS-10 with a range of $1277-2109 and a 15% Base Supplement will have $316 added to the maximum of the range. The employee will be eligible for $316 more pay than he would be if there was no Base Supplement. Base Supplement only affects those employees who are at range maximum.
Base Supplement is available to an employee only as long as he/she remains in a job for which it is authorized. If an employee leaves a position with Base Supplement to accept a transfer, promotion, detail, demotion, etc., to a position without Base Supplement, the employee’s pay goes back to the true rate (or range maximum) to calculate the salary change.
For ISIS paid agencies, please note that if you are implementing or changing your Base Supplement amount or Flexible Maximum Hire Rates, that you must make entries into ISIS as noted on the attachments, and you must send our Compensation Division a utilization policy.

Policy for Utilization of Flexible Maximum Hire Rates
For All POST Certified Law Enforcement and /or Corrections Security Jobs
Provided that funds are available, any agency which uses POST Certified Law Enforcement and/or Corrections Security jobs may establish Special Hire/Retention Rates in any amount up to, but not to exceed, the attached flexible maximum hire rates under these conditions:
1. These rates are only for POST Certified Law Enforcement and Corrections Security jobs on the attached listing.
2. Agencies may establish different hire rates based on special credentials provided that there is an internal policy that ensures consistent hiring/retention practices. Should an agency opt to use separate rates for specific credentials, all employees having the same credentials or equivalent credentials shall not be paid less than the established rate.
The individual pay rates of employees who occupy positions in these subject jobs at the time of implementation of these flexible rates shall be adjusted in accordance with Civil Service Rule 6.5.
3. All rates must be input into ISIS before the rate will be authorized by Civil Service and a utilization policy must be submitted to the Compensation Division. When entering into ISIS, use the help screen entitled "Create position-Special Entrance Rate". When entering the rate, you should enter the maximum rate your agency is choosing to utilize as documented in your policy. For example: The Flexible Maximum Hire Rate for Police Officer 1 (GS 10) is $973.60 bi-weekly. The minimum of a GS 10 is $589.60 bi-weekly and your agency by policy has chosen to use $781.60 bi-weekly. On the Planned Compensation Infotype, you would enter the following: From $589.60 To $781.60. Then you would mark Flexible Maximum Hire Rate.
4. Any agency considering an increase in the base flexible hire rate (i.e., the rate paid for minimally qualified candidate) must inform other facilities/agencies in the same region of the intent to do so.
5. If any agency does not fulfill all of the above conditions, Civil Service will rescind the agency’s authority to use flexible hire/retention rates for a period of two years, and will input fixed rates for that period.
