Subject: C.S. Exempt-Personal Services Contracts-$20,000 & Below

Issue Date: February 12, 2001

Civil Service Rule 3.1(o) authorizes the review and approval by the Department of State Civil Service of personal services contracts entered into by state agencies. Presently, such contracts for $10,000 and below are exempt from Civil Service approval, by policy of this department. This General Circular is to inform all state agencies that effective immediately, this exemption policy will extend to all personal services contracts for $20,000 and below.

This action makes this exemption policy uniform for both Civil Service and the Office of Contractual Review, whose current practice is to exempt such contracts for $20,000 and below.
