Subject: Change In Testing Requirements For Reallocations

The information in this Circular supersedes that contained in General Circular 1361 on Examining Policies. We are no longer requiring testing upon reallocation from a non-professional to a professional level job.
The case for requiring testing and the case against requiring testing in these situations is about equal. In part we are motivated to change this policy at this time to facilitate reorganization of ISIS HR in which payroll and human resources functions are being combined and employees are being reallocated in some cases from non-professional to professional titles.
Employees will still be required to demonstrate typing skills upon reallocation to a job requiring specified words per minute of typing skills in the Minimum Qualifications. They may demonstrate the required typing skills by 1) currently occupying a job requiring typing skills in the Minimum Qualifications 2) passing the typing test currently in use or 3) by having occupied a classified job requiring the same typing skills in the Minimum Qualifications for a period of at least six months during the prior five years.
