Subject: Clarification Of Examining Policies

This circular is a revision of Examining policies to reflect a recent change in testing requirements. It supersedes the information contained in General Circular 001361.
A person may be non-competitively promoted to a job in series 4002 requiring typing skills if they (1) currently occupy a job in that series, (2) have passed the test currently in use (same series), or (3) have a prospective non-competitive reemployment eligibility to the job to which they are being promoted. This made our policy consistent for all jobs involving promotion from jobs in one test series to jobs in another test series.
We have broadened our policy to allow movement into a job requiring typing skills (series 4002) if the employee has occupied a classified typing job (typist career field) for at least 6 months during the prior five years.
