Module 1: |
FOUNDATIONS OF BEING AN EFFECTIVE HUMAN
RESOURCES PROFESSIONAL (1 Day) |
This 1-day class will cover the
following topics: Attributes of a Great HR Professional (includes
current trends in HR); Basics of the
Civil Service System (includes a brief history, role of the Civil Service
Commission and Director, Civil Service rules vs. agency policies, etc.);
Role of the Accountability Division (includes information on HR audits,
core merit system principles and the importance of moving beyond mere
compliance, and ISIS data entry integrity);
and Personnel Records Management (includes
confidentiality and retention of records).
Module 2: |
STAFFING CONSIDERATIONS (1 Day) |
This one-day module for HR
professionals will include different methods of hiring, including delegated
agency authority; different types of appointments; QUEST; Job Search; use of
unclassified appointments; and the use of the private sector contract for
"temps."
Module 3: |
HIRING THE BEST AND KEEPING THEM THE BEST
(1 Day) |
Topics in this one-day
module will include the "dos and don'ts" of interviewing;
reference checking; employee orientation; mandatory supervisory training and
CPTP; PPR concerns for HR; and workforce planning and mentoring.
Module 4: |
VARIOUS "MUST-KNOWS" FOR THE HR
PROFESSIONAL (1 Day) |
Topics in this one-day module
will include the effective use of the Civil Service web site;
prohibited political activity for classified employees; accuracy of public
records and the consequences of falsification; and maintaining a safe and
secure workplace--preventing illegal discrimination, intimidation, threats and
harassment in the workplace.
Module 5: |
COMPENSATION - PAY RULES AND CLASSIFICATION ISSUES (1 Day) |
This one-day module will
include a review of the pay rules in Chapter 6 of the Civil Service rules and
the classification issues in Chapter 5 of the rules (allocating positions, job
evaluation, etc.).
Module 6: |
DISCIPLINARY ACTIONS AND CIVIL SERVICE APPEALS (1 Day) |
This one-day module will
include information on how to take legal disciplinary actions,
an overview of the Civil Service rules
regarding appeals and what an agency should
know to win a Civil Service appeal, and
Legal Issues for the HR Professional
(includes FMLA, ADA, Commission opinions,
etc.).

Employees’ Retirement System (LASERS)
Agency Training-Retirement Reference
Manual (RRM) Workshop (1 Day) |
This workshop will
include LASERS updates and details
associated with everything from enrollment
of a member to guiding an employee through
the retirement process.
The curriculum will include changes in
current legislation; enrollment information;
contribution reporting;
purchases of service credit; refund of
contributions; survivor benefits; various
types of retirement-disability, early
retirement, regular, deferred retirement
option plan (DROP), and initial benefit
option (IBO); eligibility requirements; and
rehired retirees.
It is recommended the workshop be
attended annually by Human Resource and
Payroll professionals.

CIVIL SERVICE BASICS
This six-hour introductory workshop is for anyone in human
resources, administration, or management who is new to or unfamiliar with Civil
Service regulations. This workshop
presents the basic Civil Service information in a way that is direct,
practical, and able to be used regardless of the level of the person performing
the human resources duties in the agency.

PERFORMANCE PLANNING AND REVIEW
- TRAIN THE TRAINER
This 1-day class is open only to
training and human resource professionals whose appointing authorities have
designated them as Performance Planning and Review (PPR) trainers for their
facility or agency, and have supplied the names of the designees to the
Department of Civil Service.
General Circular #001470, issued
January 24, 2002, advised agencies that after July 1, 2002, Agency (in-house)
PPR training will be accepted ONLY if it is conducted by an individual who has
received certification from the Department of Civil Service to perform PPR
training. This certification includes the completion of the PPR
Train-the-Trainer course, the PPR for Supervisors course, and the Documenting for
Performance and Discipline course.

THE PROGRAM ASSISTANCE DIVISION
ISIS
HR ENTRY GUIDELINES (2-3 Hours)
This class is designed to provide information
on the correct entry of Civil Service related information on positions and
employees in the ISIS HR system.

DSCS DATA INTEGRITY IN-DEPTH (2-3 Hours)
This class
will review and discuss the different scenarios and exceptions that cause an
employee to appear on the monthly Data Integrity reports distributed by Civil
Service. The ZP44: Contract Audit Reports, ZP117: Appraisals Reports, ZP28:
Detail to Special Duty Report, and the ZP135: Flexible Employee Data Report
are generated for all ISIS HR agencies and reviewed for errors and
exceptions. Then, those exceptions are automatically distributed to the HR
Directors for review. For information on how we determine who will appear on
the reports, tips on how to correct errors, and previews of new reports to
come, join us for this informative session.

This one day advanced classification training is
designed to equip Human Resource Professionals to classify their own
positions. It includes policy and procedure information.
TRAINING OFFERED BY THE
STAFFING DIVISION
Course Title: Introduction to Interpreting Minimum Qualifications

Half-day
course designed to provide new HR employees with basic information needed
when interpreting minimum qualifications, including common definitions as
well as general procedures for crediting work experience and evaluating
education.
Course Title: Introduction to Job Profiling (Part 1)
- This 1/2-day class, taught by the staff of the Department of Civil Service, will teach participants the basic steps in job profiling and the various purposes for which job profiling can be used. Participants will be taught how to identify critical tasks and competencies, how to link tasks and competencies, and how to document the job profiling results to legally support the use of the results of job profiling efforts. Several exercises are included in the class to provide hands-on experience. Participants will also identify sources of information and resources available to HR in doing job profiles. This class is open only to HR professionals. Completion of this course is a required prerequisite in order to participate in the Staffing Divisions Job Profiling Workshop or Job Profiling Agency Assistance offered as follow-ups to agencies upon request.

Course Title: OPEN – Job Profiling Workshop (part 2) *

This
workshop is a follow-up to Introduction
to Job Profiling (part 1) and is intended for those HR professionals who
have an interest and/or need to conduct job profiling in their agency. In this workshop, you will work one-on-one
with a member of the Staffing Division to develop specific task statements and
competency lists, define rating scales, and link the tasks to the competencies. Once you are registered, a member of the
Staffing Division will contact you with further details.

Introduction to Job
Profiling (part 1) is a prerequisite for this workshop and is administered through
CPTP.
Course Title: OPEN – The Online Personnel
Information System
-
Two-hour
class designed to teach HR employees how to use the OPEN system. The course covers how to obtain and
interpret applicant and testing information available on the OPEN
system.
Course Title: Job Search Data Entry
-
Three-hour
class designed to teach HR employees how to post agency vacancies to the
Job Search posting network for recruitment. Participants will tour the information available to HR
officers as well as review creating individual vacancy postings and
guidelines.
Access to the OPEN
system is a prerequisite for this class.
