Human Resource Professionals Curriculum

  • Module 1: FOUNDATIONS OF BEING AN EFFECTIVE HUMAN RESOURCES PROFESSIONAL (1 Day) - This 1-day class will cover the following topics:  Attributes of a Great HR Professional (includes importance of ethical behavior, common challenges that place HR staff in dilemmas, and information on professional HR organizations); Basics of the Civil Service System (includes a brief history, role of the Civil Service Commission and Director, Civil Service rules  vs. agency policies, etc.); Role of the Accountability Division (includes information on HR audits, core merit system principles and the importance of moving beyond mere compliance, and ISIS data entry integrity); Personnel Records Management (includes confidentiality and retention of records); and Legal Issues for the HR Professional (includes FMLA, ADA, Commission opinions, etc.).
  • Module 2: STAFFING CONSIDERATIONS  (1 Day) - This 1-day module for HR professionals will include a discussion of the constitutionally defined purpose of merit hiring, the benefits of different selection procedures, and an in-depth discussion of Chapter 22 and 23 rules.  This class is open to employees working in Human resources positions only.
  • Module 3: HIRING THE BEST AND KEEPING THEM THE BEST  (1 Day) - Topics in this one-day module will include the "dos and don'ts" of interviewing; reference checking; employee orientation; mandatory supervisory training and CPTP; PPR concerns for HR; and workforce planning and mentoring.
  • Module 4: VARIOUS "MUST-KNOWS" FOR THE HR PROFESSIONAL (1 Day) - Topics in this one-day module will include the effective use of the Civil Service web site; prohibited political activity for classified employees; accuracy of public records and the consequences of falsification; and maintaining a safe and secure workplace--preventing illegal discrimination, intimidation, threats and harassment in the workplace.
  • Module 5: COMPENSATION -- PAY RULES AND CLASSIFICATION ISSUES (1 Day) - This one-day module will include a review of the pay rules in Chapter 6 of the Civil Service rules and the classification issues in Chapter 5 of the rules (allocating positions, job evaluation, etc.).
  • Module 6: DISCIPLINARY ACTIONS AND CIVIL SERVICE APPEALS (1 Day) - This one-day module will include information on how to take legal disciplinary actions, and an overview of the Civil Service rules regarding appeals and what an agency should know to win a Civil Service appeal.
