Program Assistance And Training Division

The Program Assistance Division provides assistance to agencies in accomplishing their HR work as efficiently and as effectively as possible. Staff members in this Division serve as Coordinators of multi-disciplinary teams of Departmental employees.

Program Assistance staff (and their team members) answer questions from individual employees, agency Personnel Directors and agency managers. The teams frequently review reports to provide feedback to agencies on problems, and consult with agencies to help them avoid or resolve problems. Program Assistance teams may visit agency HR offices to review practices and procedures and may make suggestions to ensure that an agency uses the best human resource management principles possible. The Program Assistance Staff may also propose changes to existing rules, if conditions warrant.

The Training Section provides training and staff development assistance to state agencies.  Our motto is “Increasing Learning to Maximize Your Potential.”  The Training Section works closely with the Comprehensive Public Training Program to provide mandatory training classes for state supervisors and managers. State supervisors and managers are required by the Civil Service Commission’s mandatory training policy established under Civil Service Rule 7.4(f) to complete certain classes.
 

The Training Section also promotes education and learning within the Department of Civil Service by maintaining the Department’s Learning Resource Center and conducting in-services and workshops for Civil Service staff as needed. 

The Program Assistance Division continues its previous responsibilities of overseeing layoffs in state agencies and reviewing personal services contracts for state agencies.
