Using Open
(The Information)
The OPEN
system includes two screens of inquiries. Screen 1 shows inquiries 2-10. Inquiry number 1 has been deleted from the system. For ease of use, anytime an
inquiry is deleted, the numbers of the still existing inquiries do not change.
The number of the deleted inquiry is simply removed. Screen 1 also includes two
additional options. Option 60 brings the user to Screen 2. Option 90 signs the
user off of the OPEN system. Screen 2 includes inquiries 1-12, with 90 again as
the sign off option.
Helpful Hints for using OPEN system Information:
Screen 1:
- Applicant
history search by name and Applicant history search by SSN (options 2 and 3) do
not provide the same information as Certification candidate inquiry by SSN
(option 4). Options 2 and 3 display records for every time an applicant
obtained a grade for, or was rejected for a register on a Civil Service
selection procedure. Option 4 displays an applicant'scurrent status on a
register. It does not display rejects or previous scores.
- The
Job Information and Test Finder application on the Civil Service Web site,
www.dscs.state.us, is a better choice than the list of exams for researching
selection procedures and other information. It also includes the Shortage,
Special, Non-Competitive and TBD jobs.
Screen 2:
- The OPEN system offers users the opportunity to look up the status of SF-2 requests (option 1) to determine if a certificate has been issued. The agency'sorg ID.
- The Department preferred inquiry (option 2) is a very important tool. The user MUST use this option before filling a vacancy. The Department Preferred List must be cleared (those on the list must be considered before any others) before the vacancy is filled. Failure to do so could result in an agency having to revoke a job offer and instead hire an individual from the Department Preferred List. The Open Preferred Reemployment List found under Open preferred inquiry by job and parish (option 3) CAN be used in the same way, but it is NOT required. This inquiry allows the user to view a Layoff Referral List (a list of people who have been layed off from a particular job in a particular parish).
