Subject: Time Frame For Making Provisional Appointments

When making provisional appointments from inadequate certificates, please keep in mind the time limit for these appointments. Rule 8.11 (a) states:

AA provisional appointment may be made at any time within three (3) months of the issue date of a certificate, provided the complete list of eligibles was issued on the certificate.@

Note that there is no authority given to extend this time limit. We have recently received several inquiries about making provisional appointments more than 90 days past the issue date of a certificate. The rule does not allow this. If you have a certificate that has been extended beyond 90 days from its issue date, please remember that the only appointments that you can make from these certificates are of candidates whose names actually appear on the certificate.
