Subject:             Online Introduction to Minimum Qualifications Course

The Staffing Division of the Department of State Civil Service has been working with Portico Learning to develop an online version of the Introduction to Minimum Qualifications course, and we are excited to announce that is it now available for use!    This course is designed to provide an employee new to human resources with the basic information and guidelines needed to evaluate the qualifications of a candidate for a specific job.  Existing Human Resources staff may also take the course as a refresher.  After completing the course, users will be able to access it again in the future as reference material.  The course will be offered through a web hosted LMS (Learning Management System) that will allow Human Resources users statewide immediate access to the course content.

 

The Staffing Division will be able to reach a broader audience of Human Resources users and provide valuable information about how to qualify applicants based on education and work experience through implementation of this course.  The LMS will provide for automatic tracking and reporting of the course’s use, and will incorporate an evaluation form to capture the effectiveness of this training medium. 

 

As Staffing continues to move toward a more decentralized hiring approach, agency Human Resources staff will acquire increased responsibility for the qualifying of applicants.  Users will not have to wait for Staffing to have a course offering on the schedule. The immediate availability of this information will help new staff become more quickly competent in qualifying applicants, as well as allow existing staff the opportunity to review the course content at any time.  In addition, the Staffing Division will be able to focus on projects such as creating an advanced Minimum Qualifications course and an Admit Note Database to help transfer more detailed knowledge about qualifying practices to agency Human Resources staff.

A link to the course has been placed on the Civil Service website under the Staffing heading of the Human Resources Professional section.  Staffing will be sending Human Resources Directors an email with the initial username they can provide to their staff to access the course.  Using this information, participants will be able to self-enroll and gain immediate access to the course.  The LMS will track each user’s progress, and users will be able to exit the course and see where they left off when they return to complete it and can then print a certificate for their records.
