HR Handbook Notifications

Electronic Notification Service

The Department of State Civil Service now offers an electronic notification service to communicate information on the Civil Service System to interested parties. These communications include information on the Civil Service Rules, Pay Plan, Policies and Procedures, and Human Resources Handbook.  

With our new notification procedure, you will receive an e-mail containing a link to the specific notification. You will know at a glance what kind of information the e-mail contains by reading the subject line, which will contain one of the following categories:

  • General Circulars – these typically announce Civil Service rule proposals, proposed changes to the pay plan, Civil Service Commission Meeting changes, holiday proclamations, and other miscellaneous information.
  • Transmittals – these contain approved changes to the pay plan and approved changes to the Civil Service Rules.
  • HR Handbook Notifications – these notifications will announce additions or changes to the Human Resources Handbook. The HR Handbook is a reference guide on Civil Service policies and procedures on personnel issues such as documentation requirements, affirmative action plans, layoff information and a variety of other Human Resources topics.

When you open the email, it will contain a message with the specific subject of the notification along with a link to the information on the Civil Service Web Site (www.dscs.state.la.us). In addition, for each notification issued, a "What's New" item will appear on our website homepage.  To access previously issued notifications, interested individuals can go to "General Circulars" or "Transmittals" under the HR Reference Section in the blue menu frame on the left-hand side of our home page.  For notifications of HR Handbook changes, all information can be accessed by going to "HR Handbook" under HR Reference.
