HR Handbook
Welcome to
the Human Resources Handbook! The HR Handbook
serves as a companion to the Civil Service Rules
offering instruction on the practical
implementation of the Rules. Explanations,
policy and training requirements,
interpretations and other useful information
have been compiled here for use by agency Human
Resources professionals. Topical information
provided herein is designed to address usual
personnel cases and is not
intended to address specific agency exceptions
or guidance needed for unusual or rare
circumstances. Agency HR staff members should
contact the
Civil Service Assistance Coordinator for
their agency if more specific information is
needed.
Most of the topics from the previous State
Personnel Manual have been converted for use in
this document. Agencies are
encouraged to use the web-form of the Handbook
since it will be updated regularly.
