Mr. Gary McMillan, Human Resources Director at LSU
Health Sciences Center New Orleans provided the Commission with detailed steps
of corrective measures the agency has put in place to improve their high Un-Rated
ratings.

Director Shannon Templet commended Sandy Glass, Max
Reichert, and staff on the hard work on the Department’s Newsletter “The
Bridge”.
On motion duly made, seconded, and passed;
the Commission took the specified action as listed for EACH OF the requests
listed below:
1) Public
hearing to consider proposed changes to Chapter 6 of the Civil Service

CHANGES TO RULE 6.13 PERFORMANCE ADJUSTMENT RULES IN CHAPTER 6 OF THE CIVIL
SERVICE PAY RULES AS DETAILED IN GENERAL CIRCULAR 1796 and set the effective date to be july 1, 2010; contingent upon governor’s approval.
2) Request
of the Department of Health and Hospitals, Office of Mental Health for
authority under the provisions of Civil Service Rule 4.1(d)2, for one position
exempt from the state classified service to serve as a Medical
Psychologist-Specialist for the Office of Mental Health/Area B/Region 5,
effective March 3, 2010 through March 2, 2015. Department recommends approval as requested. (Appearance by

3) Request
of the Department of Transportation and Development to amend its current
premium pay policy for Engineering Technicians performing bridge inspection
duties from $2.00 per hour for up to 40 hours per week to $2.00 per hour for
all hours worked, in accordance with Civil Service Rule 6.16(a), effective
January 25, 2010. Department
recommends approval as requested. (Appearance by a representative of

4) Request
of the Department of Health and Hospitals, Office of Public Health for a
onetime lump sum Optional Pay adjustment totaling $2,427.60, for additional
duties, for Ms. Lara Kay Webster, Program Manager 1-B—DHH, in accordance with
Civil Service Rule 6.16.2, effective January 5, 2010. Department recommends approval as requested. (Appearance by

GRANTED THE REQUEST.
5) Request
of the Louisiana Housing Finance Agency for a 10% permanent Optional Pay
adjustment, for additional duties, for Mr. Terry Holden, Human Resources
Director A, in accordance with Civil Service Rule 6.16.2, effective November 5,
2009. Department recommends
approval of a 5% adjustment for lower level duties. (Appearance by a
representative of the agency.) THE COMMISSION
GRANTED THE REQUEST AS RECOMMENDED BY THE DEPARTMENT.
6) Request
of the Department of State Civil Service to ratify, in accordance with Civil
Service Rule 17.3, an exception to Chapter 17 Layoff Rules, to Louisiana
State University and A&M College, Office of Facility Services, Baton Rouge
Campus, effective February
23, 2010. Department recommends
ratification of this exception measure, which was given interim approval by the
Director on February 17, 2010. (Appearance by a representative of the

7) Request
of the Department of Natural Resources for a (4) four month extension of job
appointment for Ms. Margaret Peek, Administrative Assistant 4, in the Office of
Coastal Protection and Restoration, in accordance with Civil Service Rule
23.5(a), effective March 12, 2010 through July 11, 2010. Department recommends approval as
requested. (Appearance by a representative of the agency.) THE COMMISSION GRANTED THE REQUEST.

11) Request
of the Department of State Civil Service for a temporary 10% Optional Pay
adjustment for Ms. Jacqueline Garrison, Human Resources Assistant Division
Administrator, for higher level additional duties, in accordance with Civil
Service Rule 6.16.2, effective February 6, 2010 through February 5, 2011 or
until the duties end, whichever is sooner.

12) Request
of the Department of Health and Hospitals, Office of Public Health for an
exception to Civil Service Rule 17.20(a), Department Preferred Reemployment
List. Department recommends approval as requested.

13) Request
of the Department of Education for a (3) year extension of the job
appointment of Ms. Caren Richard, Education Program Consultant 1, in the Office
of School and Community Support, in accordance with Civil Service Rule 23.5(a),
to be effective March 12, 2010. Department recommends approval as

14) Request
of the Louisiana Public Defender Board to exempt one position of Capital
Case Coordinator from the classified service in accordance with Civil Service
Rule 4.1(d)2, effective May 1, 2010.
Department recommends approval
of this position exemption for a period of five years, effective May 1, 2010
through April 30, 2015. (Appearance by a representative of the agency.)
