On motion duly made, seconded, and passed; the Commission APPROVED the pay plan proposal for exhibit i: TO RAISE THE MINIMUMS OF ALL SCHEDULES TO REFLECT MINIMUM WAGE CHANGES, AND ADDITIONALLY RAISE THE PAY RANGE MINIMUMS OF AS, PS, TS, AND SS SCHEDULES UP BY 10%, THE WS AND MS UP BY 3%, effective July 1, 2009; to be sent to the Governor for approval.

 

On motion duly made, seconded, and passed; the Commission approved the pay plan proposal for exhibit j: for a one-time salary supplement of up to 5%, for all state employees, to be sent to the governor for approval and effective date.

 

4)         Request of the Department of Education for an Individual Pay Adjustment in the amount of $596.00 bi-weekly, for Mr. Patrick Weaver, Deputy Undersecretary 1, in accordance with Civil Service Rule 6.16(c), effective August 20, 2008.  Defer to the Civil Service Commission. If approved, the Department recommends that the pay adjustment expire at the end of this gubernatorial administration or in the event that Mr. Weaver no longer holds responsibility for the School Choice program and Regional Education Service Centers, whichever is sooner. 17)       Consideration of the following requests for Optional Pay Adjustments for additional duties, in accordance with Civil Service Rule 6.16.2:

 

a.     Department of Health and Hospitals - for a one-time lump sum pay adjustment of 10% in the amount of $1,540.80 for Ms. Mary Hughes, effective September 10, 2008. Department recommends approval as requested. THE COMMISSION GRANTED THE REQUEST.

 

b.     Department of Health and Hospitals, Office for Citizens with Developmental Disabilities - for a one-time lump sum pay adjustment of $3,320.88 (7%) (3.7%), followed by a 7% permanent pay adjustment for Mr. Mark Thomas, effective August 8, 2008. Department recommends approval as requested of a one-time lump sum Optional Pay Adjustment of $2,707.54 (3%), followed by a 7% permanent Optional Pay Adjustment, effective May 12, 2008. THE COMMISSION GRANTED THE REQUEST AS RECOMMENDED BY THE DEPARTMENT. (One-time lump sum adjustment of $2,707.54 (3%), followed by a permanent 7% adjustment.)

e.     Department of Health and Hospitals - for a combination lump sum onetime and lump sum recurring Optional Pay Adjustments totaling 6.29%, for Ms. Connie H. f.      Department of Health and Hospitals - for a combination lump sum onetime and lump sum recurring Optional Pay Adjustments totaling 6.15%, for Ms. Nora Jones Dorsey, OCDD Community Services Regional Administrator, effective October 1, 2007 until December 31, 2008. g.     Department of Health and Hospitals - for a combination lump sum onetime and lump sum recurring Optional Pay Adjustments totaling 6.24%, for Ms. Rebecca Thomas, OCDD Community Services Regional Administrator, effective October 1, 2007 until December 31, 2008. h.     Department of Health and Hospitals - for a combination lump sum onetime and lump sum recurring Optional Pay Adjustments totaling 6.27%, for Ms. Deanne Groves, OCDD Community Services Regional Administrator, effective October 1, 2007 until December 31, 2008. Department recommends approval as requested. THE COMMISSION GRANTED THE REQUEST.

 

i.      Department of Health and Hospitals - for a permanent Optional Pay Adjustment totaling 10%, for Mr. Marvin R. Felder, I/T Deputy Director 2, effective June 2, 2008.  Department recommends approval as a lump sum recurring Optional Pay, effective June 2, 2008 until June 2, 2009 or additional duties end, whichever date is sooner. THE COMMISSION GRANTED THE REQUEST AS RECOMMENDED BY THE DEPARTMENT.

 

j.      Department of Public Safety and Corrections, Corrections Services - to grant a lump-sum recurring 5% pay adjustment, with 5% already having been granted by the agency, for Ms. Tracy DiBenedetto, Executive Staff Officer, effective August 25, 2008. Department recommends approval as requested, effective August 25, 2008 through August 24, 2009, or until the duties end, whichever is sooner. THE COMMISSION GRANTED THE REQUEST AS RECOMMENDED BY THE DEPARTMENT.

 

k.     Department of Public Safety and Corrections, Corrections Services - to grant a 5% lump-sum recurring Optional Pay Adjustment (with 5% already given), for Ms. Debra Gauthier, Administrative Assistant 5, effective August 20, 2008. l.      Department of Public Safety and Corrections, Corrections Services - to grant a 5% lump-sum recurring Optional Pay Adjustment (with 5% already given), for Ms. Megan Daniels, Administrative Program Specialist A, effective August 20, 2008. m.   Department of Public Safety and Corrections, Corrections Services - for a 2% lump-sum recurring Optional Pay Adjustment for Mr. Russel Bordelon, Corrections Major, effective September 21, 2008. Department recommends approval as requested for the duration of additional duties or until September 21, 2009, whichever date is sooner. a.     Department of Health and Hospitals, Office of Public Health - to amend its Premium Pay Policy for Sanitarians performing duties related to the Molluscan Program, effective September 10, 2008. Department recommends approval as requested. THE COMMISSION GRANTED THE REQUEST.

 

b.     Department of Health and Hospitals, Office of Addictive Disorders - to amend its Premium Pay Policy for specialty certifications, effective September 10, 2008. Department recommends approval as requested. THE COMMISSION GRANTED THE REQUEST.

 

c.      Louisiana State University - to implement premium pay in the amount of $1.00 per hour for an Administrative Coordinator 2, in the Property Control Department due to a heavy-lifting work environment, effective July 1, 2008. Department recommends approval as requested. THE COMMISSION GRANTED THE REQUEST.

 

d.     LSU Health Sciences Center/Shreveport - for premium pay in the amount of $.50 per hour with a maximum of $1.00 per hour, for all hours paid, for all employees in the Registered Dietitian series that hold advanced certification, effective July 1, 2008 September 8, 2008. Department recommends approval as requested. THE COMMISSION GRANTED THE REQUEST.

 

e.     LSU Health Care Services Division, Earl K. Long – to amend its Premium Pay Policy for Registered Dieticians by including Registered Dietician Applicants, Registered Dietician Specialists, and Registered Dietician Supervisors, effective October 8, 2008. Department recommends approval as requested. THE COMMISSION GRANTED THE REQUEST.

 

f.      Department of Transportation and Development – to amend its Premium Pay Policy to include Disaster Emergency Special Pay, up to a maximum of $15.00 per hour, for all hours worked, effective August 30, 2008. Department recommends approval as requested. THE COMMISSION GRANTED THE REQUEST.

22)       Request of the Department of Public Safety and Corrections, Corrections Services for an exception to the overtime compensation rules, in accordance with Civil Service Rule 21.8(b), to pay non-exempt Corrections Services employees at the time and one-half rate when a State of Emergency has been declared by the Governor or when a Declaration of Disaster has been issued by the Governor, effective August 27, 2008. 7)         Request of the Department of Public Safety and Corrections, Corrections Services for a 10% temporary Optional Pay Adjustment, for additional duties, for Mr. Seth Smith, Corrections Deputy Warden 4, in accordance with Civil Service Rule 6.16.2, effective May 5, 2008. Department does not recommend approval as requested, instead recommends the following two separate actions be taken: THE COMMISSION GRANTED THE RECOMMENDATIONS OF THE DEPARTMENT AS FOLLOWS:

b.     LSU Health Sciences Center - increase premium pay amounts for travel for all RN, LPN, Social Worker 1-4, Associate to a Psychologist 1-4, and Corrections Program Manager 3 jobs, and for retention for all Practical Nurse-Licensed positions in the Juvenile Justice Program, effective October 8, 2008.
