5)         Request of the Department of Transportation and Development for extension of unclassified authority for one (1) Executive Counsel position, position #50390085,  with ongoing authority, in accordance with Civil Service Rule 4.1(d)2, effective July 9, 2008. 6)         Request of the Department of Transportation and Development to extend unclassified authority for three (3) Coastal Protection and Restoration Authority (CPRA) team positions, in accordance with Civil Service Rule 4.1(d)2, effective July 9, 2008 through January 14, 2012. 9)         Request of the Division of Administration for twenty-three (23) additional unclassified positions to staff Statewide Enterprise Resource Planning (ERP) Implementation, in accordance with Civil Service Rule 4.1(d)2, effective July 9, 2008 through May, 2011. Department recommends approval of these positions, effective July 9, 2008 through July 17, 2010.  The 2010 date will coincide with the end date of the previously approved nineteen positions, allowing DOA, our staff and the Commission to re-evaluate the continued need for all of these positions at the same time, based on the progress of the implementation at that time. 12)       Request of the Department of Education for a three-year extension of the job appointment of Education Program Consultant 2, under the provisions of Civil Service Rule 8.14(a), effective August 1, 2008 through July 31, 2011. 13)       Request of the Department of Agriculture and Forestry for an Individual Pay Adjustment in the amount of $527.08 bi-weekly for Ms. Anna Scott Harrell, Administrative Program Specialist B, in accordance with Civil Service Rule 6.16(c), effective July 9, 2008. 14)       Request of the Department of Economic Development for an Individual Pay Adjustment in the amount of $333.28 bi-weekly for Ms. Anita Rolen, Budget Analyst 3, in accordance with Civil Service Rule 6.16(c), effective May 27, 2008. 17)       Consideration of the following requests for Optional Pay Adjustments for additional duties, in accordance with Civil Service Rule 6.16.2:

 

a.       Department of Culture, Recreation, and Tourism - for a 5% lump sum adjustment for Mr. Danny Belanger, Administrative Program Manager 3, effective June 4, 2008. Department recommends approval as requested. THE COMMISSION GRANTED THE REQUEST.

 

b.      Department of Wildlife and Fisheries - for a permanent 5% adjustment for Colonel Winton Vidrine, Wildlife Enforcement Colonel, effective May 14, 2008. Department recommends approval as requested. THE COMMISSION GRANTED THE REQUEST.

 

c.       Department of Wildlife and Fisheries - for a conversion from temporary to permanent Optional Pay Adjustments for Lt. Colonel Keith LaCaze and Lt. Colonel Jeff Mayne, for permanent additional duties, in accordance with Civil Service Rule 6.16.2, effective May 14, 2008.  Department recommends approval as requested. THE COMMISSION GRANTED THE REQUEST.

 

d.      Louisiana State Employees’ Retirement System (LASERS) - for a permanent 10% adjustment for Ms. Suzanne Adams, Retirement  Benefits Administrator, effective July 1, 2008. Department recommends approval as requested. THE COMMISSION GRANTED THE REQUEST.

 

e.       Department of Health and Hospitals - for a permanent 5% adjustment for Ms. Laurie Tichenor, Program Manager 4, effective April 1, 2008. Department recommends approval as requested. THE COMMISSION GRANTED THE REQUEST.

 

f.       Division of Administration - to extend the temporary 10% Optional Pay Adjustments granted to Ms. Mary Foster and Ms. Susan Smith until the Executive Order creating the duties expires or the Governor signs a new Executive Order, effective July 1, 2008. Department recommends approval as requested. THE COMMISSION GRANTED THE REQUEST.

 

g.      Lake Charles Harbor and Terminal District - for a 2% permanent adjustment (with 5% already awarded by the agency), for Ms. Sharon Edwards, Administrative Assistant 6, effective June 1, 2008. Department does not recommend approval of this request (additional duties are lower level). AFTER RECEIVING COMMENTS FROM MR. MIKE DEES, EXECUTIVE COUNSEL FOR THE LAKE CHARLES HARBOR AND TERMINAL DISTRICT, THE COMMISSION REGRETTABLY DENIED THE REQUEST.

 

h.      Department of Education - for a lump sum adjustment of 10% for Ms. Kathleen Littlejohn, Accountant Administrator 4, effective July 1, 2008. Department recommends approval as requested. THE COMMISSION GRANTED THE REQUEST.

 

i.        Department of Health and Hospitals, Office of Public Health - for an intermittent, lump sum adjustment of 5% for Ms. Eva Every, Administrative Supervisor 2, effective December 3, 2007. Department recommends approval of a 2% intermittent lump-sum adjustment, effective December 3, 2007 to December 3, 2008 or until the additional duties end, whichever is sooner. THE COMMISSION GRANTED THE REQUEST AS RECOMMENDED BY THE DEPARTMENT.

 

j.        Florida Parishes Human Services Authority (FPHSA) - for a permanent adjustment of 10% for Mr. Trent Myers, Administrative Program Director 4, effective June 30, 2008.  Department recommends approval as requested. THE COMMISSION GRANTED THE REQUEST.

 

k.      Division of Administration - for a lump sum adjustment in the amount of $5,574.40 for Mr. John Davis, Facility Planning & Control Assistant Director, effective July 2, 2008. Department recommends approval of a lump sum adjustment in the amount of $2,787.20 for temporary lower level duties. THE COMMISSION RECEIVED COMMENTS FROM MR. JERRY JONES, DIRECTOR FOR THE OFFICE OF FACILITY PLANNING & CONTROL AND GRANTED A LUMP SUM ADJUSTMENT OF $2,787.20, AS RECOMMENDED BY THE DEPARTMENT.

 

l.        Department of Public Safety and Corrections, Corrections Services - for a 2% permanent adjustment (with 5% already having been awarded) for Mr. Jarrell Bush, Corrections Major, effective July 9, 2008.  Department recommends approval as requested. THE COMMISSION GRANTED THE REQUEST.

 

m.    Department of Health and Hospitals, Office of Management and Finance - for a permanent adjustment of 5% for Mr. Edward Holmberg III, Accountant Manager 4, effective June 16, 2008. Department recommends approval as requested. THE COMMISSION GRANTED THE REQUEST.

18)       Request of the Ruston Housing Authority for approval of Crisis Leave Pool Policy, in accordance with Rule 11.34, effective July 8, 2008. Department recommends approval as requested. (Appearance by a representative of the Ruston Housing Authority.) THE COMMISSION GRANTED THE REQUEST.

 

19)       Request of the LSU Health Care Services Division to extend authority, granted in April 2008, to compensate at the time and one-half rate Medical Laboratory Technologists at Earl K. Long Medical Center, in accordance with Rule 21.9(d), effective until December 28, 2008. Department recommends approval as requested. 20)       Request of the LSU Health Sciences Center - New Orleans for authority to compensate at the time and one-half rate Registered Nurse 2, Corrections Registered Nurse 2 and Registered Nurse Supervisor 1, in accordance with Rule 21.9(d), effective July 9, 2008. Department recommends approval as requested. (Appearance by a representative of the LSU Health Sciences Center New Orleans.) THE COMMISSION GRANTED THE REQUEST.

 

21)       Consideration of the following requests for Special Pay Rates in accordance with Civil Service Rule 6.16(a):

 

a.       Port of New Orleans – amend their approved Special Pay in the form of premium pay for selected dredge jobs, effective July 9, 2008. Department recommends approval as requested. THE COMMISSION GRANTED THE REQUEST.

 

b.      LSU Health Sciences Center – to increase its premium pay for Registered Nurse titles for longevity, effective July 9, 2008. Department recommends approval as requested. THE COMMISSION GRANTED THE REQUEST.

 

c.       LSU Health Sciences Center - Huey P. Long Medical Center – to establish premium pay in the amount of $2.00 per hour for all hours worked by Medical Laboratory Technologists 1-3, Medical Laboratory Technologist Supervisors, Medical Laboratory Managers 1, 2, and Laboratory Information Specialists, effective July 14, 2008. Department recommends approval as requested. THE COMMISSION GRANTED THE REQUEST.

 

d.      Louisiana School for the Deaf – to establish premium pay in the amount of $1.00 - $2.50 per hour, for hours worked, for Food Service Worker 1-7 positions, effective August 1, 2008. Department recommends approval as requested. THE COMMISSION GRANTED THE REQUEST.

 

e.       Department of Public Safety and Corrections – Public Safety Services – for a one-time lump sum Special Pay of $1,000.00 for Ms. Charlotte McGarr, Audit Manager, for attainment of certification as a Certified Fraud Examiner, effective July 9, 2008.  Department recommends approval as requested. THE COMMISSION GRANTED THE REQUEST.

 

f.       Department of Health and Hospitals, Northeast Supports and Services Center – to implement premium pay in the amount of $1.80-$3.35 hourly (for hours worked) for all Practical Nurse-Licensed positions, effective June 30, 2008. Department recommends approval as requested. THE COMMISSION GRANTED THE REQUEST.

 

g.      Division of Administration, Office of State Building – to implement premium pay of $1.50 hourly (for hours worked) for Police officers who have attained the Peace Officer Standards and Training (P.O.S.T) certification, effective July 14, 2008. Department recommends approval as requested. THE COMMISSION GRANTED THE REQUEST.

1)         Request of the Department of State Civil Service for the jobs of Medical Laboratory Program Manager, Laboratory Information System Coordinator, Laboratory Information System Liaison, and Laboratory Information System Specialist to be designated as Shortage under the provisions of Civil Service Rule 7.20(d) Department recommends approval as requested.  (Appearance by a representative of the Department of State Civil Service.) THE COMMISSION GRANTED THE REQUEST.

 

2)         Request of the Department of State Civil Service for the jobs of Attorney 4 and Workers’ Compensation Judges to be designated as Shortage Noncompetitive under the provisions of Civil Service Rule 7.20(e). 6)         Request of the Department of Health and Hospitals, Office for Citizens with Developmental Disabilities for a lump sum Optional Pay Adjustment of $5,960.48 for Mr. David Colvin, MR/DD Regional Administrator 3, effective June 15, 2008, followed by a temporary Optional Pay Adjustment in the amount of $233.60 bi-weekly, in accordance with Civil Service Rule 6.16.2, effective June 16, 2008 through September 21, 2008.
