4) Public hearing to consider proposed changes to the Classification and Pay Plan. The Commission conducted a public hearing to consider proposed changes to the classification and pay plan. On motion duly made, seconded, and passed; the Commission RATIFIED THE DIRECTOR’S APPROVAL OF the pay plan proposals for Exhibits A through E, APPROVED the pay plan proposals for exhibits f and h to be sent to the Governor for approval, approved exhibit g contingent upon governor’s approval of exhibits f and h, and set the effective date to be the same as the date set by the governor for exhibits f and h, and deferred action on exhibit i until may.
5) Request of the Department of Insurance for extension of four (4) unclassified Administrative Specialist positions within Louisiana Property and Casualty Insurance Commission (LPCIC), in accordance with Civil Service Rule 4.1(d)2, effective April 5, 2008 through April 5, 2011. 6) Request of the Department of Health and Hospitals, Office for Addictive Disorders for a two-year extension of the job appointment of Ms. Cassandra Lain in accordance with Civil Service Rule 8.14(a), effective March 3, 2008. Civil Service Rule 6.16(c), effective December 21, 2007. Department recommends approval of an
Individual Pay Adjustment in the amount of $23.20 bi-weekly, effective December

Division of Administration – for a 5% permanent adjustment for Mr. Steven A.
Bice, General Services Assistant Director-Property, effective March 12,
2008. Department recommends approval as requested. THE COMMISSION GRANTED THE REQUEST.
b.
Department of Education – for a 5% permanent adjustment for Ms. Patti
Wallace, Procurement Director 3, effective May 17, 2007. Department
recommends approval as requested. THE COMMISSION GRANTED THE REQUEST.
c.
Department of Health and
Hospitals, Office of Aging and Adult Services – for a 5% one-time lump-sum payment (with
5% already awarded by the agency) for Ms. Allison Vuljoin, effective March 5,
2008. Department recommends
approval of a 2% one-time, lump-sum payment for a total of 7%. THE COMMISSION
GRANTED THE REQUEST AS RECOMMENDED BY THE DEPARTMENT. (Adjustment of 2% for a
total of 7%.)
d. Department of Public Safety
and Corrections – Corrections Services – for a 10% permanent adjustment for
Mr. James Prince, Corrections Warden 4, effective November 15, 2007. Department recommends approval of a 7%
adjustment for equal level duties. THE COMMISSION GRANTED THE REQUEST AS RECOMMENDED BY THE
DEPARTMENT. (Adjustment of 7%.) VICE-CHAIRMAN BURL CAIN WAS IN OPPOSITION OF GRANTING
ONLY A 7% ADJUSTMENT.
e. Department of Natural
Resources – for a temporary 3% adjustment for Mr. Victor Vaughn, Geologist
Administrator, effective April 2, 2008 until the end of the appointment. Department
recommends approval as requested. THE COMMISSION
GRANTED THE REQUEST.

13) Consideration of the
following requests for Special Pay Rates
in accordance with Civil Service Rule 6.16(a):
a.
Capital Area Human Services District – for premium pay of $2.00 per hour for all hours
worked by mobile and crisis teams who work in the field, effective April 2,
2008. Department recommends approval as requested. THE COMMISSION GRANTED THE REQUEST.
b.
Department of Public Safety and Corrections –
Corrections Services – for premium
pay in the amount of $100.00 per month for those incumbents who obtain
certification as a Mounted Law Enforcement Trainer, effective February 19,
2008. Department recommends approval as requested. THE COMMISSION GRANTED THE REQUEST.
c.
LSU Health Care Services Division, Medical Center of
Louisiana at New Orleans – to change
the wording of their previously approved premium pay policy for Dental
Assistants 1, 2, and Supervisors, from “all hours worked” to “all hours paid”,
effective April 7, 2008. Department recommends approval as
requested. THE COMMISSION GRANTED THE REQUEST.

Capital Area Human Services Authority – for premium pay in the amount of $2.00 per hour for
hours worked for Public Health Nurses 3 and Public Health Nurses 5, who work
within the Nurse-Family Partnership program, effective April 2, 2008. Department

14) Consideration
of the following request for Special Entrance
Rate in accordance with Civil Service Rule 6.5(b):
a.
Department of Health and Hospitals – to convert an approved fixed Special Entrance Rate
of $3,846.40 bi-weekly to a flexible Special Entrance Rate up to $3,846.40
bi-weekly for position #50300879, Mental Hospital Administrator 1 (AS-623,
$2,094.40 - $4,406.40). (Civil Service Director granted tentative approval of
this request on March 5, 2008.) Department recommends approval effective
March 10, 2008. (Appearance by representatives of the Department

of the Department of Transportation and Development to revise their existing
Rewards and Recognition policy in accordance with Civil Service Rule 6.16.1,
effective April 2, 2008. Department
recommends approval as requested. (Appearance by a representative of

GRANTED THE REQUEST.
2) Request
of the Department of Culture, Recreation, and Tourism for a 5% lump sum
Optional Pay Adjustment for additional duties for Ms. Mary Ginn, Deputy
Assistant Secretary 2, in accordance with Civil Service Rule 6.16.2, effective
April 2, 2008. Department recommends approval as requested. (Appearance by

3) Request
of the Division of Administration, Facility Planning and Control for a 5%
permanent Optional Pay Adjustment (with 5% already awarded by the agency) for
Ms. Suzanne Wheeler, State Fiscal Analyst 2, for additional duties in accordance
with Civil Service Rule 6.16.2, effective April 2, 2008. Department
recommends approval of a 2% adjustment, for a total of 7% for equal level

Administration.) THE COMMISSION GRANTED THE REQUEST AS RECOMMENDED BY THE

4) Request
of the LSU Health Care Services Division for authority to compensate at the
time and one-half rate Medical Laboratory Technologists at
ADDED TO THE AGENDA:
1) Request
of the Department of State Civil Service to add to the agenda the original
request of the Division of Administration for a 10% Optional Pay Adjustment for
additional duties for Ms. Pam Perkins in accordance with Civil Service Rule
6.16.2, which the Commission granted a 7% adjustment at the February 20, 2008
meeting. THE
COMMISSION GRANTED THE REQUEST TO ADD REQUEST TO THE AGENDA.
2) Request
of the Division of Administration for a permanent Optional Pay Adjustment of
10% for additional duties for Ms. Pamela Perkins, Attorney General Counsel 2,
in accordance with Civil Service Rule 6.16.2, effective July 1, 2007. When
the Commission granted 7% in February, it believed it would be setting a
precedent if approval of more than 7% for an administrative job at the peak of
its profession were granted. The
Commission asked the Department to review and upon this review found that 10%
adjustments have been granted in similar situations; therefore recommending 10%
is not a violation of precedent.
Department recommends amending the action of February to be 10% rather
than 7%. COMMISSION AMENDED THE FEBRUARY ACTION OF A 7%
ADJUSTMENT TO A 10% ADJUSTMENT, EFFECTIVE JULY 1, 2007.
