6)         Request of the Louisiana Commission on Law Enforcement for approval to extend unclassified authority for six (6) previously approved positions to administer the Hurricane Criminal Justice Infrastructure Recovery Grant Program under the provisions of Civil Service Rule 4.1(d)2, effective December 1, 2007 through June 30, 2011.  Department recommends approval as requested.  (Appearance by a representative of the Louisiana Commission on Law Enforcement.) 7)         Request of the Department of Natural Resources for approval to extend unclassified authority for three (3) previously approved Integrated Coastal Protection and Restoration Master Plan positions under the provisions of Civil Service Rule 4.1(d)2, for an additional six months, effective January 15, 2008 through June 30, 2008.  Department recommends approval as requested.  (Appearance by a representative of the Department of Natural Resources.) 8)         Request of the Department of Labor to establish a Dual Career Ladder Policy to include Information Technology titles, in accordance with Civil Service Rule 5.9, effective September 1, 2007.  Department recommends approval as requested. (Appearance by a representative of the Department of Labor.) THE COMMISSION GRANTED THE REQUEST.

 

9)         Request of the Patients’ Compensation Fund to establish a Payment for Attainment of Advanced Degree policy, in accordance with Civil Service Rule 6.16(h), effective October 10, 2007.  Department recommends approval as requested.  (Appearance by a representative of the Patients’ Compensation Fund.) THE COMMISSION GRANTED THE REQUEST.

 

10)       Request of the Department of Health and Hospitals, Office of Public Health for a one-time lump sum Optional Pay Adjustment in the amount of 5% for Ms. Carolyn Bombet, Sanitarian 7, in accordance with Civil Service Rule 6.16.2, effective October 10, 2007.    Department recommends approval as requested. (Appearance by a representative of the Department of Health and Hospitals.) THE COMMISSION GRANTED THE REQUEST.

 

11)       Request of the State Licensing Board for Contractors to amend its Crisis Leave Pool Policy in accordance with Civil Service Rule 11.34, effective October 10, 2007.    Department recommends approval as requested.  (Appearance by a representative of the State Licensing Board for Contractors.) THE COMMISSION GRANTED THE REQUEST.

 

12)       Request of the Patients’ Compensation Fund to establish a Non-Disciplinary Removal Due to Un-Scheduled Absences Policy in accordance with Civil Service Rule 12.6(a)2, effective October 10, 2007.  Department recommends approval as requested.  (Appearance by a representative of the Patients’ Compensation Fund.) THE COMMISSION GRANTED THE REQUEST.

 

13)       Consideration of the following requests for Special Pay Rates in accordance with Civil Service Rule 6.16(a):

 

a.      Louisiana State Employees’ Retirement System (LASERS) – amend its Special Pay Policy in the form of premium pay to include individual counseling sessions in the office and in the field on their approved list of presentations covered under this policy, for the Retirement Education Section, effective October 10, 2007.  Department recommends approval as requested. THE COMMISSION GRANTED THE REQUEST.

 

b.     Louisiana State Employees’ Retirement System (LASERS) – revise its Special Pay Policy in the form of premium pay for Customer Service Analysts to reflect professional level retirement experience at LASERS rather than experience as a Retirement Benefits Analyst at LASERS, effective October 10, 2007.  Department recommends approval as requested. THE COMMISSION GRANTED THE REQUEST.

 

c.      LSU Health Care Services Division, University Medical Center – establish premium pay up to $1.50 per hour for all hours worked by Social Workers 1-4, domiciled in the Mental Health Emergency Room Extension Department, effective October 8, 2007. Department recommends approval as requested. THE COMMISSION GRANTED THE REQUEST.

 

d.     LSU Health Care Services Division, University Medical Center – establish premium pay up to $1.50 per hour for all hours worked by all Registered Dietician Specialists in the Disease Management Department who obtain certification in Adult Weight Management, effective September 10, 2007. Department recommends approval as requested. THE COMMISSION GRANTED THE REQUEST.

 

e.      LSU Health Care Services Division, W.O. Moss Medical Center – establish premium pay up to $4.00 per hour for all hours worked for all employees in the Radiology Technology job series and the Medical Sonographer job series, effective August 27, 2007. Department recommends approval as requested. (For employee’s who obtain specified national certification) THE COMMISSION GRANTED THE REQUEST.

 

f.       Louisiana State University at Baton Rouge – establish premium pay in the amount of $3.00 per hour for all hours worked performing roofing duties by the Maintenance Repairer 1-2, Maintenance Repairer Master, Carpenter, and Carpenter Master in the

Facility Services Department, effective October 10, 2007. Department recommends approval as requested. THE COMMISSION GRANTED THE REQUEST.

THE COMMISSION GRANTED THE REQUEST.

 

4)         Request of the Department of Wildlife and Fisheries for a temporary 5% Optional Pay Adjustment for Lt. Colonel Keith LaCaze and Lt. Colonel Jeff Mayne, for additional duties related to the coordination of the Governor’s Office of Homeland Security and Emergency Preparedness statewide plan for search and rescue, in accordance with Civil Service Rule 6.16.2, effective September 10, 2007 through September 9, 2008.  Department recommends approval as requested.  (Appearance by a representative of the Department of Wildlife and Fisheries.) THE COMMISSION GRANTED THE REQUEST.

 

5)         Request of the Department of Wildlife and Fisheries for a temporary Optional Pay Adjustment of 10% for three (3) administrators and 5% for six (6) non-administrators (with 5% having already been given), for additional duties, in accordance with Civil Service Rule 6.16.2, effective July 1, 2007 through September 30, 2011.  Department recommends approval of 5% for (3) administrators and no further adjustments for non-administrators.  (Appearance by a representative of the Department of Wildlife and Fisheries.) THE COMMISSION GRANTED A 5% ADJUSTMENT FOR MR. JOHN ROUSSEL, DEPUTY ASSISTANT SECRETARY 3, MS. KAREN FOOTE, BIOLOGIST DIVISION ADMINISTRATOR, AND MR. DAVID LAVERGNE, ECONOMIST 5, FOR LOWER LEVEL ADDITIONAL DUTIES, EFFECTIVE JULY 1, 2007 THROUGH SEPTEMBER 30, 2011, AS RECOMMENDED BY THE DEPARTMENT AND DENIED THE REQUEST FOR AN ADDITIONAL 5% FOR THE SIX (6) NON-ADMINISTRATOR POSITIONS, AS RECOMMENDED BY THE DEPARTMENT.

 

6)         Request of the Department of Culture, Recreation, and Tourism for a 10% Optional Pay Adjustment for additional duties for Ms. Beverly Shaw, Accountant Administrator 4, in accordance with Civil Service Rule 6.16.2, effective October 10, 2007.  Department recommends approval of a 7% Optional Pay Adjustment for equal level duties, effective October 10, 2007.  (Appearance by a representative of the Department of Culture, Recreation, and Tourism.) THE COMMISSION GRANTED A 7% OPTIONAL PAY ADJUSTMENT AS RECOMMENDED BY THE DEPARTMENT.

 

7)         Request of the Department of Environmental Quality to establish a Retention Policy in accordance with Civil Service Rule 6.3.1, effective October 10, 2007. Department does not recommend approval of this request.  (Appearance by a representative of the Department of Environmental Quality.) THE COMMISSION DENIED THE REQUEST AS RECOMMENDED BY THE DEPARTMENT.

 

8)         Request of the Department of Health and Hospitals to convert the current $1.50 hourly premium pay into base pay for position #2245, in accordance with Civil Service Rule 6.16(a), effective October 10, 2007. Department recommends approval as requested. (Appearance by a representative of the Department of Health and Hospitals.) THE COMMISSION GRANTED THE REQUEST.

 

9)         Request of the Department of Education for a three-year extension of the job appointment of eight employees under the newly amended Civil Service Rule 8.14(a), effective September 30, 2008.  Department recommends approval as requested.  (Appearance by a representative of the Department of Education.)
