2)         Public hearing to consider proposed changes to the Classification and Pay Plan. The Commission conducted a public hearing to consider proposed changes to the classification and pay plan. On motion duly made, seconded, and passed; the Commission RATIFIED THE DIRECTOR’S APPROVAL OF the pay plan proposals for Exhibits A through E, granted the pay plan proposals for exhibits g and h, approved the pay plan proposal for exhibit f, contingent upon Governor’s approval of Exhibits G and H, and set the effective date to be the same as the date set by the Governor.

5)         Request of the Department of Education for a 7% permanent Optional Pay Adjustment for additional duties for Mr. Robert Howerton, Education Consultant 5B, in accordance with Civil Service Rule 6.16.2, effective July 16, 2007.  Department recommends approval as requested.  (Appearance by a representative of the Department of Education.) THE COMMISSION GRANTED THE REQUEST.

 

6)         Request of the Department of Health and Hospitals, Office of Aging and Adult Services for a 10% permanent Optional Pay Adjustment for additional duties for Mr. Paul Moore, Deputy Assistant Secretary 3, in accordance with Civil Service Rule 6.16.2, effective June 6, 2007.  Department recommends approval as requested.  (Appearance by a representative of the Department of Health and Hospitals.) THE COMMISSION GRANTED THE REQUEST.

 

7)         Request of the Department of Natural Resources for a 3% temporary Optional Pay Adjustment for additional duties for Mr. Victor Vaughn, Geologist Administrator, in accordance with Civil Service Rule 6.16.2, effective July 18, 2007 through the duration of the Blanco administration.  Department recommends approval as requested. (Appearance by a representative of the Department of Natural Resources.) THE COMMISSION GRANTED THE REQUEST.

 

8)         Request of the LSU Health Care Services Division for authority to compensate at the time and one-half rate for all state overtime hours worked by Pharmacists at Earl K. Long Medical Center, in accordance with Civil Service Rule 21.9(d), effective July 1, 2007 through December 30, 2007.  Department recommends approval as requested.  (Appearance by a representative of the LSU Health Care Services Division.) THE COMMISSION GRANTED THE REQUEST.

 

9)         Consideration of the following requests for Special Pay Rates in accordance with Civil Service Rule 6.16(a):

 

a.      LSU Health Care Services Division, Lallie Kemp Regional Medical Center - establish premium pay up to $7.00 per hour for all hours worked by Medical Technologists 1-3, Medical Laboratory Managers 1, Medical Laboratory Managers 2, Laboratory Technicians 1, Laboratory Technicians 2, Phlebotomists 1, and Phlebotomists 2, effective August 12, 2007. Department recommends approval as requested. THE COMMISSION GRANTED THE REQUEST.

 

b.     LSU Health Care Services Division, Medical Center of Louisiana at New Orleans - establish premium pay up to $3.00 per hour for all hours worked by Psychiatric Aides 1-3 in the Detox Unit and the DePaul Psychiatric Hospital (which will open in August), effective July 30, 2007. Department recommends approval as requested. THE COMMISSION GRANTED THE REQUEST.

 

c.      LSU Health Care Services Division, University Medical Center - establish premium pay up to $3.00 per hour for all hours worked by any trained HAZMAT Decon Team employee during HAZMAT emergency situations, effective August 13, 2007. Department recommends approval as requested. THE COMMISSION GRANTED THE REQUEST.

 

d.     Department of Health and Hospitals, Office of Public Health - establish premium pay in the amount of $4.50 per hour for a Sanitarian 4, position number 72075, in the Seafood Sanitation Program, effective August 8, 2007. Department recommends approval as requested. THE COMMISSION GRANTED THE REQUEST.

 

e.      Department of Veterans Affairs - establish premium pay for employees working in specific job titles that require a United States Department of Veterans Affairs accreditation, effective August 13, 2007. Department recommends approval as requested. THE COMMISSION GRANTED THE REQUEST.  APPROVED PREMIUM PLAN IS AS FOLLOWS:

 

Premium pay plan approval is based on years of service as follows:

·       $0.35 per hour for employees with 0-10 years of service

·       $0.70 per hour for employees with 10 or more years of service.

(Payments are to be made for hours worked only.)

 

Job titles affected by this approved premium pay plan:

f.       Department of Veterans Affairs, Northeast Louisiana War Veterans Home – revise its premium pay policy for registered nursing staff, effective August 8, 2007. Department recommends approval as requested. THE COMMISSION GRANTED THE REQUEST.  APPROVED REVISIONS ARE AS FOLLOWS:

 

·       Elimination of a $0.25 per hour payment for Registered Nurses holding an Infection Control Certification. (This change will not affect any current incumbents.)

·       Elimination of a $2.50 per hour payment (for hours worked) to the facility’s Registered Nurse/Hospital Nursing Director 2 position, which is currently vacant.

10)       Consideration of the following requests for Special Entrance Rates in accordance with Civil Service Rule 6.5(b):

 

a.   Metropolitan Human Services District - for bi-weekly rate of $3270.40 for position #50353657, Human Resources Director-B,  effective July 27, 2007. Department recommends approval as requested. THE COMMISSION GRANTED THE REQUEST.

1)         Request of the Louisiana Office of Student Financial Assistance for unclassified authority under the provisions of Civil Service Rule 4.1(d)2, for one (1) unclassified Assistant Executive Director position for Outreach and Marketing, effective August 8, 2007.  Department recommends approval with effective date of August 8, 2007 through August 7, 2012.  Department also recommends the authorization for the Chief Marketing Officer approved in February 2005 be rescinded as of August 8, 2007. THE COMMISSION GRANTED THE REQUEST FOR ONE (1) UNCLASSIFIED ASSISTANT EXECUTIVE DIRECTOR POSITION, EFFECTIVE AUGUST 8, 2007 THROUGH AUGUST 7, 2012.  THE COMMISSION RESCINDED THE AUTHORIZATION FOR THE CHIEF MARKETING OFFICER POSITION APPROVED IN FEBRUARY 2005, EFFECTIVE AUGUST 8, 2007.

 

2)         Request of the Louisiana State Employees Retirement System for unclassified authority under the provisions of Civil Service Rule 4.1(d)2, for one (1) unclassified Investment Director of Alternatives position and one (1) unclassified Investment Director of Operations position, effective August 8, 2007 through August 7, 2012.  Department recommends approval as requested.  (Appearance by a representative of the Louisiana State Employees Retirement System.) THE COMMISSION GRANTED THE REQUEST.

 

3)         Request of the LSU Health Sciences CenterShreveport for authority under the provisions of Civil  Service Rule 4.1(d)2, to add job titles Physical Therapist and Occupational Therapist Assistant to the approved unclassified healthcare professional pool, with ongoing authority, subject to the condition of LSU Health Sciences CenterShreveport provides quarterly reports. 4)         Request of the Department of Agriculture and Forestry for an Individual Pay Adjustment in the amount of $233.60 bi-weekly for Mr. Shawn A. Sanders, Maintenance Foreman, in accordance with Civil Service Rule 6.16(c), effective July 9, 2007.  Department recommends approval as requested.  (Appearance by a representative of the Department of Agriculture and Forestry.) THE COMMISSION GRANTED THE REQUEST.

 

5)         Consideration of the following requests for Special Pay Rates in accordance with Civil Service Rule 6.16(a):

 

a.      LSU Health Care Services Division, University Medical Center - establish premium pay in the amount of $.50 per hour for all hours worked for all Social Service Counselor 5-B positions who obtain certification as a Certified Clinical Supervisor and/or Certified Compulsive Gambling Counselor, effective August 13, 2007. Department recommends approval as requested. THE COMMISSION GRANTED THE REQUEST.

 

b.     Department of Wildlife and Fisheries - establish premium pay in the amount of $3.00 per hour for all hours worked by Wildlife and Fisheries Technicians 1-4 and Wildlife and Fisheries Technician Supervisors working in the Inland Fisheries Division, effective September 10, 2007. Department recommends approval as requested. THE COMMISSION GRANTED THE REQUEST.

6)         Request of the Department of Health and Hospitals, Office for Citizens with Developmental Disabilities for permanent Optional Pay adjustments in the amount of 2%, for the following six Residential Services Specialist 8 employees: Chad Gaspard, Matt Harmson, Kellie Humphries, Sammie Ryland, Keith Vanderlick, and Carey Walker, in accordance with Civil Service Rule 6.16.2, effective February 3, 2007.  Department recommends approval as requested contingent on signing of settlement agreement. 7)         Request of the Department of Public Safety and Corrections for a permanent Optional Pay adjustment in the amount of 10% for Ms. Charlene Haydel, Corrections Assistant Warden 3, for additional duties, in accordance with Civil Service Rule 6.16.2, effective July 23, 2007.  Department recommends approval as requested.  (Appearance by a representative of the Department of Public Safety and Corrections.) THE COMMISSION GRANTED THE REQUEST.

 

8)         Request of the Department of Public Safety and Corrections for a temporary Optional Pay adjustment in the amount of 10% for Ms. Stephanie Lamartiniere, Administrative Program Specialist B, for additional duties, in accordance with Civil Service Rule 6.16.2, effective August 8, 2007.  Department recommends approval as requested.  (Appearance by a representative of the Department of Public Safety and Corrections.) THE COMMISSION GRANTED THE REQUEST.

 

9)         Request of the Department of Public Safety and Corrections, Public Safety Services for exception to overtimes rules to allow certain employees to carry forward their compensatory leave balances earned hour for hour up to 540 hours, into the next fiscal year, on an ongoing, multi-year basis, in accordance with Civil Service Rule 21.11 (a).  Department recommends approval of this request, effective for those compensatory leave balances at the end of FY 07-08 and for each year thereafter.  (Appearance by a representative of the Department of Public Safety and Corrections.)  THE COMMISSION GRANTED THE REQUEST EFFECTIVE FOR THOSE COMPENSATORY LEAVE BALANCES AT THE END OF FY 07-08 AND FOR EACH YEAR THEREAFTER FOR THE FOLLOWING JOB TITLES:
